Chief David Ognan and Mayor Marsh led a discussion regarding replacing the Firehouse bay doors with energy efficient doors. Chief explained he has researched different door types that would allow newer fire trucks enter the building. The current door limits the height of the fire trucks. Discussion followed.
The Chief Ognan received the following quotes for different door types:
- Overhead Door Company of Albany Flex Folding Doors $131,233.00
- Madsen Overhead Doors Roll Up Door $51,799.00
- Overhead Door Company of Albany Roll Up Door $61,642.00
Chief Ognan recommends the flex folding doors because of the following reasons:
- Doors mount inside the building. The Rollup doors would mount outside the building over the bay.
- The flex doors open in 7 seconds.
- The flex door has a higher “R” value.
- Would allow for the height for newer fire trucks.
Mayor Marsh advised that has $108,000.00 left in the NYSERDA Grant that must be used prior to December 31,2025 or it will be lost. The rest of the cost will come out of the Fire Department Budget. Discussion followed.

After the discussion Trustee Kalogridis made a motion to approve replace of the Firehouse Bay Doors with Flex Folding Doors by Overhead Doors Company of Albany at a cost of $131,233.00 to be paid with NYSERDA Grant and Fire Department Budget, second by Trustee Neuman.

Mator Marsh led a discussion regarding residents and businesses within the without radio readers. There are approximately 100 water meters out of 1,100 meters that current do not have radio readers on their meters. David Ognan must go to each of the meters and read manually. Mayor Marsh proposes to add a $50.00 meter reading fee per meter reading. A letter will be added to the manual read meters advising them that starting with the July Water Bill the fees will be added. Discussion followed.

The Clerk led a discussion regarding the renewal of the Village Notification System. The Village has investigated different companies to ensure the system meets the need of the Village. Mayor Marsh and the Clerk a discussion, Everbridge agreed to keep the price at $6,169.876.00 for a 5-year term.
The Mayor and the Clerk spoke with Civic Plus and both add an extra charge for each text message.

Mayor Marsh led a discussion regarding the Town of Colonie Sewer Contract with the Village. Tabled until next meeting waiting for LaBella is still working on the data.
Mayor Marsh appointed David Massaro as a part time Fire Inspector. Discussion followed.

Mayor’s Report:
- The South End Project will be installing 4 smart fire hydrants. These fire hydrants will send an alert of a possible water break. Discussion followed.
- LaBella is working with the Village and the EPA to complete the requirements for Get The Lead Out.
- Skyway Roofing has replaced the roof over the south stairwell of the Firehouse.
- Capital Region Transportation Council has identified high crash intersections with the Village.
- The Little River project is going to submitted to the Broadway Multimodal Resiliency Study committee.
Trustee’s Report:

Kalogridis: Davies Pine has installed a Stop sign and enclosed the dumpster.
Lane:
- The Little Rive Grant has been submitted.
Gardening (Beautification) Report 2025
It was another fairly successful year in the village gardens. I continue to use the same sources for plants as in years past with much success. I definitely must mention the DPW staff that was involved in keeping the beds and pots watered during our summer weeks without rain and the four heat waves experienced during July and August. I know from years past how demanding the watering job can be. As always, I will be treating the guys to lunch in December as I have done in years past. My way of thanking them for a job well done.
Next Spring all the village beds will need to be mulched again. We did not mulch this year except where I added mulch on the beds at 280 Broadway and the rose beds. I look forward to a discussion with the Mayor regarding the redesign planned for the parking area at 250 Broadway as it applies to the new green spaces in that area. I have not had the opportunity to really visualize what those spaces will look like.
Unfortunately, we had a little vandalism at the Ganser Smith Park gazebo. Two of the ornamental flower baskets closest to Menand Road were stolen sometime in August. These wrought iron baskets were purchased as a set several years ago. I will look into replacing the two that were stolen, over the winter months.
Harbour:
- Is concerned about the flood from train tracks going down Menand Road.
- Someone on Tillinghast is setting off Fireworks. Discussion followed.
- This Saturday Menands School will holding their Fall Festival.
- The Menands Auxiliary will be holding a Bake Sale During the Elections.
Clerk’s Report:
- The historian has moved to the old Judges Office second floor of over the Police Station.
- Water meter reading will begin this week for January Billing.
Treasurer’s Report:
- The 2023 Audit Report is available on the Village Website.
General Comments:
Resident Bill Garvey made the following comments:
- Supports Mailworks Special Use Permit.
- If the bathroom near the pavilion is to repainted suggests using oil-based paint.
- Observed a tree that felled across the railroad tracks.
- Glad to see the shelving unit removed from behind the Firehouse.
- Would like Yield sign at the end of Clifford Road be put into a separate pole and the weeds cut back.
- Would like to know when the Village is going to install cameras in Ganser Smith Park.
- Found dead squirrel on Elmwood Road.
- Would like to see the Fire Hydrants repainted.
- On 9/9/25 heard train blowing their whistle.
Residents Michael and Lynn Radlick submitted the following:
We would like to hear the Board’s response to the following questions related to the issues raised by Deputy Mayor Tim Lane in his private letter that was dated October 27, 2025:
- Specifically, please address the apparently unresolved sewer contract between the Village of Menands and the Town of Colonie. What is the status of this at the current time?
- Has this issue been publicly discussed by the Board prior to this time?
- What is the Board’s position on this and what is going to be done about it?
- Tim’s letter states that Village residents are paying the same rate as other property owners in the Town of Colonie. It is not clear whether he meant the same rate for sewers or total tax rate, which we believe differs depending on where one lives in the Town. Please clarify. case.
- It is our understanding that all water, trash pickup, and road maintenance is the responsibility of the Village. Other than the justice court services which were transferred to the Town, what is left?
- Please clarify all services Village residents are receiving from the Town of Colonie for our tax payment to the Town?
