The regular semi-monthly meeting of the Board of Trustees of the Village of Menands was held on Tuesday, January 16th, 2024, and called to order by Mayor Brian Marsh at 6:00 P.M.

Resolution Number: 240144

The Treasurer requested approval to transfer $114,622.59 from the ARPA Account to reimburse the Village for the following expenses: Replace the Police Garage Doors $12,181; Replace and Upgrade the windows on the 2nd floor of the Firehouse $26,482; Replace and upgrade the Air Conditioning units at 250 Broadway $29,600; the conversion of the Street Lights in the Village to LED $20,065; the conversion of the lighting in all Village Buildings to LED $26,294.59.
After a discussion Trustee Lane moved the following resolution, which was seconded by Trustee Harris, a resolution authorizing the Treasurer to transfer $114,622.59, from the ARPA account to various accounts to offset the charges that the Village incurred for the above-mentioned projects that qualify for ARPA funding.

The mayor gave a review of the Financials for the Village of Menands.

The Mayor advised the Board that they will receive a monthly update on the Village Financials, and they will be posted on the website. The website now has a Financial Section. The 2023 Audit is also posted on the website.

The Clerk advised that annual dues for the Stormwater Coalition of Albany County are due, and they are $5,999.00 a year.

Mayor Marsh led a discussion regarding the removal of trees around the High Service Reservoir and the three quotes for the work. Discussion followed.

After a discussion Trustee Harris made a motion to approve Groundscaping, LLC to complete the tree work at the High Service Reservoir at cost of $21,700.00, second by Trustee Harbour.

The Clerk advised the Board that 6 AEDs need to be replaced. Chief Ognan received the following quote for Zoll AEDs the same that is used by Colonie EMS. Discussion followed.

Trustee Lane made a motion to approve the purchase of 6 Zoll AEDs from Cardiac Life under NYS Contract at a cost of $12,510.00, second by Trustee Harbour.

Mayor’s Report:

  1. Thursday, January 18th at 6:00 P.M. there will be the 1st informational meeting regarding the south end water & Sanitary Sewer Project.
  2. The Mayor & Trustee Lane are looking into a grant that Albany County is offering to make improvements to Hutton Street Park. A discussion followed.
    After the discussion Trustee Harris made a motion to approve applying for the Albany County Community Grant, seconded by Trustee Lane.

  3. The Mayor advised that Deputy Clerk/Treasurer Nicole Ognan is working on Firefighter Tax Exemption with the Fire Department and the Town. A discussion followed.
  4. The Town of Colonie Fire Service appointed Jonathan Dudley as Car 2 and Ryan Handerhan as Car 5. The Mayor was appointed to the Emergency Response Committee.
  5. The Mayor gave an update on Solar Simplified 82 referrals so far, the Village will receive $4,100.00.
  6. Trustee Kalogridis and the Mayor are working on the Nuisance Law.
  7. The Mayor is working on the Vacant Building Code.
  8. The Mayor would like to update the Employee Handbook and Contracts to be equal regarding insurance buyouts.
  9. The Mayor sent a letter to Supervisor Crummey regarding the Sales Tax of Cannabis and the Village’s portion.

Trustee Harris asked for update on High Service Reservoir. Mayor Marsh advised 3 walls are complete the 4th wall is 75%. They are also working on the valve.

Public Comment:

I got some important village items as follows:

  1. He supports Regeneron location to produce medicine plus creating new jobs.
  2. He supports having a furniture store in Menands.
  3. He’s frustrated that the village does not have a bank, supermarket, drug store or clothing store.
  4. He’s glad 267 Broadway is in better condition.
  5. He reported an open door at 41 Clifford Road to the Police Department.
  6. He moved a Christmas tree that was too close to a fire extinguisher at the Menands Farmers Market.
  7. The DPW guys need to post a DEAD-END sign on E Kenmar Road ASAP.
  8. He reported a car on Clifford Road that was too close to the fire hydrant to Menands Police Department.
  9. At Village One Apts. He sees vehicle parking in the fire lanes. He reports it to the landlord, but they don’t do much about it. What should he do?
  10. There needs to be 1 DEAD-END sign and post on Elmwood Road.

Items for meeting:

  1. Has Menands ever considered Term Limits with elected positions like Troy, Amsterdam, NYC to name a few?
  2.  Is there any update addressing the lack of alternate parking on some streets? I thought this was being reviewed to be standardized. Example: Lyons has parking on both sides creating a very narrow pass which can create issues for emergency vehicles and make it hard to navigate driving especially when there are cars coming in both directions.
  3. I noticed an improvement but still see cars parked on the wrong sides of streets overnight. This can create issues for emergency vehicles.
  4. There is a bush at the corner of Menands Road and Broadway that is overgrown blocking passage on the sidewalk.
  5. Update on 444 Broadway being held to upgrade their buildings to match the renderings shown to the community when they first proposed redeveloping the site. Is the building up to code?
  6. The Northern Lights Dispensary looks awful with exposed framing shown through the window facing Broadway. Do they have plans to make their location look better? Is this what was proposed? Thank you for addressing their signage on the vehicle, dry-erase board, etc.

At 6:37 P.M. Trustee Harris made a motion to enter Executive Session to discuss a Legal matter, seconded by Trustee Kalogridis.
