Public Hearing Local Law # 3 of 2010

Minutes of the Public Hearing held on Friday, April 29, 2011 to repeal Local Law #3 of 2010 relating to creation of a Planning Board and all amendments set forth in said Local Law per section 2.

Also Attending: Bill Garvey, Tom Coates, Diane Brunelle, James Sher, Theresa Montanye, Buzz Harbour, Kirk Montanye, Peter Molinaro, Joyce O’Brien, Shelagh Nugent, Bob Schanz, Ronald Miller, John Stangle and Rosa Marie Castillo Kesper.

The Mayor led the Pledge of Allegiance.

The Clerk read the notice:

A Public Hearing will be held by the Board of Trustees of the Village of Menands at 6:00 P.M. Friday, April 29, 2011 in the Municipal Building, 250 Broadway in said Village, pertaining to the repealing of Local Law Number #3 of 2010 relating to the creation of a Planning Board and all amendments set for in said Local Law per section 2.  Such Public Hearings are open to the public and are accessible to the handicapped.  All are encouraged to attend or to present comments in writing.

The Mayor asked if there were any questions or comments:

Former Mayor Coates asked what the rational was behind the decision to eliminate the local law.  Trustee Lansing stated his opinion hasn’t changed since the inception of this discussion of the law, a discussion followed.  After which former Mayor Coates thought the law should not be repealed.  Ms. Kesper also voiced her objection to the proposed local law and thinks the Planning Board should remain.  Former Trustee Miller feels that if the Board abolishes the Planning Board they will look small.

Resident John Stangle stated that the Village Board always was also the Planning Board by law and that any training was minimal, and he doesn’t think the Village needs an additional layer of government.  Ms. Kesper read a letter (attached) from resident Matthew Peter against the dissolution of the Planning Board.

After the discussion Mayor Grenier asked if there were anymore questions or comments.  Hearing none she closed the Public Hearing at 6:43 P.M
