As we prepare our financial plan for the next fiscal year, the Village of Menands faces both structural and near-term financial challenges that will require careful management. First, the Village is facing ongoing budget pressure, including a $518,440 legally required payment from the general fund to the sewer fund, accumulated over a decade. Addressing this may require tax increases, one-time adjustments, or service changes—none of which are easy. Second, the Village has limited financial flexibility, with a long-standing reliance on fund balance to support annual budgets. This has reduced our ability to respond to emergencies and must be corrected. Third, personnel costs—especially salaries, pensions, and health benefits—continue to rise and make up a large share of the budget. These are necessary to maintain our workforce, but inflation remains a challenge. Fourth, we face significant infrastructure needs, including major upgrades to water and sewer systems and improvements to municipal buildings. While projects like the South End Infrastructure Project help, these investments carry long-term costs. Finally, Menands relies heavily on property and sales taxes, limiting revenue flexibility.
