The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, November 19th, 2018 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Bill Garvey, Brian Marsh, Kirk Montanye, Danielle Murphy, Bob Becher.
The Mayor led the Pledge of Allegiance.
Open Forum:
Resident Bill Garvey advised Trustee Nicoll he was unable to get healthy street information from Capital Roots. Trustee Nicoll thanked Mr. Garvey.
Resident Garvey advised the Board about an open door he had reported to Menands Police at 20 North Lyons Avenue.
Mr. Garvey advised the Board that Nelson Tree Service is cutting weeds from the power towers along the railroad tracks.
Resident Brian Marsh asked if there is a plan to pick up leaves. The Mayor & Clerk advised picking up leaves is weather permitting.
Resident Kirk Montanye informed the Board due to the Fire Company having to purchase a new compressor they will no longer be able to paint the bathrooms.
Mr. Montanye addressed the Board regarding his arrest and the resolution of the criminal charges.
A motion was made by Trustee Harris to accept the minutes of the November 5th, 2018 Board Meeting, seconded by Trustee Nicoll.

A motion was made by Trustee Boulet to approve payment for the following, seconded by Trustee Foley.

Trustee Harris introduced Local Law #5 of 2018 to establish the position of Deputy Court Clerk, seconded by Trustee Foley.
A public hearing has been scheduled for Monday, December 3, 2018 at 6:00 pm.

Mayor Grenier advised the board that bids for the Comprehensive Plan have been received a committee will be setup and will be awarded in December.
The Treasurer is requesting permission to transfer $35,000.00 from the Fire Equipment Reserve to account A.3410-0208 to pay for the new chief’s car.
Trustee Nicoll move a resolution authorizing the Treasurer to transfer $35,000.00 from the Fire Equipment Reserve to account A.3410-0208, seconded by Trustee Foley.

The Clerk advised that the 2018-2019 Delinquent Taxes were sent to Albany County for Collection are as follows:
Tax: $36,158.17
Property Maintenance: $ 3,350.00
Reassessed Water: $18,542.32
Interest: $ 4,644.03
$62,694.52
The Board was informed that the Senior Citizens Christmas Party will be Saturday, December 1st, 2018 from 1:00 P.M. to 4:00 P.M. at the Village Hall.
The Menands Fire Co. #1’s Christmas Party is scheduled for Saturday, December 15th, 2018.
The Youth Christmas Party will be Monday, November 26th, 2018 at 5:00 P.M. when the Canadian Pacific holiday train goes by. After the train all will head to the gazebo for refreshments, caroling and tree lighting.
The Clerk informed the Board that the Annual Christmas Party for employees, retired employees and their guests will be held on Thursday, December 13th, 2018 from 3:00 P.M. to 6:00 P.M. at Poppy’s Place.
At 6:26 P.M. Trustee Harris made a motion to enter into Executive Session to discuss a personnel matter, seconded by Trustee Foley.

The regular meeting reconvened at 6:40 P.M.
Mayor Grenier at the advice and consent of Judge Flint and Judge Becher appointed Danielle Murphy as Deputy Court Clerk effective immediately.
Trustee Harris made a motion to approve the appointment by Mayor Grenier of Danielle Murphy as Deputy Court Clerk effective immediately, seconded by Trustee Foley.
