Minutes of the Budget Public Hearing held on Thursday, April 11th, 2019 was opened by Mayor Megan Grenier at 6:00 P.M.

The Clerk read the Notice:

NOTICE IS HEREBY GIVEN that, pursuant to the Village Law, the Preliminary Budget of the Village of Menands for the fiscal year beginning June 1, 2019 ending May 31, 2020 has been duly filed.

FURTHER TAKE NOTICE that a Public Hearing will be held on the second floor of the Menands Village Hall, 250 Broadway in the said Village on Thursday, the 11th day of April 2019 at 6:00 P.M. by the Board of Trustees of the Village of Menands to consider the Preliminary Budget, at which time and place the comments and suggestions of residents of the Village relative to such Budget to be enacted will be received.

The Preliminary Budget is on file in the office of the Clerk and may be inspected during office hours.

The maximum compensation to be paid to the Mayor is $14,624.00 and each of the four Trustees, $8,530.00.

The Treasurer presented the Preliminary Budget for 2019 – 2020 Fiscal Year and answered all questions.

Resident John Stangle asked about unaccounted water and what was being done about it. A discussion followed.

Resident Mike Mackay asked about how the large purchases for the Fire Department were going to be funded. He asked if the Village was going to bond the $200,000.00 for equipment.

The Treasurer stated that was the plan and Mr. Mackay asked if it wouldn’t it be less expensive to take the $200,000.00 out of the Reserve. A discussion followed.

Resident Stangle asked where the large items were, they are not in the budget.

The Treasurer explained the items that Chief Lacosse needs to purchase for dispatch are on hold due to waiting to hear from Homeland Security for possible funding and looking into other sources of funding for the Project. The garbage truck and two (2) plow trucks were to be purchased from State Contract and will go out to bond. A discussion followed.

Resident Mackay asked the Treasurer to explain how the Reserve Fund works. A discussion followed.

The Mayor asked if there were any further comments or questions, hearing none she closed the Public Hearing at 6:58 P.M.
