Board Meeting – September 6th, 2011

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Tuesday, September 6th, 2011 was called to order by Mayor Megan Grenier at 7:00 P.M.

Also attending: Bill Garvey, Angelo Primo, Theresa Montanye, Peg Kelly, Joyce Murphy, James Sher, Anthony Nicholas, John Blaauboer, and Paul Cooney.

The Mayor led the Pledge of Allegiance.

Resident James Sher asked about the Louis Avenue Survey – Paul Cooney stated it was not ready to submit to the Village.

Bill Garvey reported several street lights are still out on Broadway.  The Clerk has contacted National Grid.

A motion was made by Trustee Lane seconded by Trustee Mackay to accept the minutes of the August 15th, 2011 meeting as amended.

A motion was made by Trustee Lane seconded by Trustee Mackay to accept the minutes of the August 15th, 2011 Infrastructure Workshop.

A motion was made by Trustee Lane seconded by Trustee Lansing to approve payment for the following:

WARRANT # 7

GENERAL totaling            $109,031.70

WATER totaling                 9,901.19

SEWER totaling                        .00             TOTAL            $118,932.89

PAYROLL # 7 totaling         $  96,211.25

Trustee Lansing offered the following:

A resolution authorizing the Clerk to the Justices of the Village of Menands Justice Court to apply for the maximum JCAP funding – the resolution was seconded by Trustee Nicoll.

The Clerk requested a motion to transfer $30,000.00 from the General Fund Unappropriated Fund Balance to A1620.0415 to cover the Village’s share of the renovations to the Kitchen in the firehouse; this expense was not included in the budget.

Trustee Lansing moved seconded by Trustee Lane a resolution authorizing the Clerk-Treasurer to transfer $30,000 from the General Fund Unappropriated Fund Balance to A1620.0415 Building Maintenance for renovations to the Kitchen.

Motion was made by Trustee Mackay seconded by Trustee Nicoll to accept Boswell Engineering’s proposal to provide a concept plan and two alternatives to address the drainage on Louse Avenue not to exceed $5,000.00.

Trustee Lansing proposed three (3) alternatives to the dumpster law and Trustee Lane proposed one (1) alternative.  Mayor Grenier set a hearing on the proposed changes for Monday, September 26, 2011 at 7:00 P.M.

Mayor Grenier reported on the Menands Fire Company response to Hurricane Irene and thanked them for their efforts.  There will be a critique of the response on Friday, September 9, 2011 at 7:00 P.M.

Trustee Lansing reported that there will be review of the policy for Village Employees who are volunteer fire fighters and respond to calls during normal work hours.

The Clerk reported that there will be a workshop for the Board on Health Care proposals for Village Employees on Thursday, September 8th, 2011 at 5:30 P.M.

The Clerk also reported that the Village DPW will make the playground at Ganser Smith Park comply with our Insurance Company regulations.

Code Enforcement Officer Reuss reported that the property maintenance issues at 33 Park Drive and 434 Broadway have been resolved.

Trustee Lane thanked the Fire Department for their efforts on pump outs.  He questioned the result of the Utility Audit the Clerk reported no significant savings.

The Clerk reminded the Board of the NYCOM Fall Conference September 19th – 22nd, 2011 in Saratoga Springs.  If anyone is interested let him know so he can make arrangements.

The Clerk also reminded the Board of the next meeting date change from Monday, September 19th to Monday, September 26th due to NYCOM Fall Conference.

At 7:46 P.M. Trustee Lansing made a motion seconded by Trustee Mackay to enter into Executive Session.
