The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday November 7th, 2011 was called to order by Mayor Megan Grenier at 6:30 P.M.

The Mayor led the Pledge of Allegiance.

A motion was made by Trustee Lansing seconded by Trustee Mackay to enter into Executive Session.

The Clerk presented various health plans for the Village employees to the Board.

Mayor Grenier led a discussion on each proposal and set an Executive Session for Monday, November 21st, 2011 at 5:30 P.M.

The Executive Session was adjourned at 6:57 P.M.

A motion was made by Trustee Lansing seconded by Trustee Mackay to approve the Special Use Permit for The Menands Diner at 563 Broadway.

Ron LaBerge representing Dutch Village Apartments requested that the Board change the zoning at 30 & 36 Wards Lane from RR-2 to R-4.

Village Attorney Rehfuss advised the Board that they could revisit this issue and that it would require a public hearing.

Mr. LaBerge was advised to submit a new application for the property.

Resident James Sher reported that the culvert at 18 Louis Avenue was partially plugged Mayor Grenier stated that the DPW will clean it out.

Resident Esther Nolan requested that the DPW not plow snow from Jones Court onto her sidewalk and driveway.  Mayor Grenier will discuss this with the DPW.

Resident Tom Micheli discussion a possible skating rink in Ganser Smith Park.  The Clerk will contact the Village’s insurance company to discuss the Village’s coverage

Trustee Lane reported that 38 Park Drive was selling numerous used vehicles Code Enforcement will investigate.

Trustee Mackay reported that 703 North Pearl Street has more cars for sale than allowed – Code Enforcement will investigate and pursue any violations.

Trustee Mackay also reported that he has met with Kathy Lanni and received a proposal for an Emergency Notification System.  Village Attorney Rehfuss will review the contract.

Trustee Mackay proposed that the Village schedule a public meeting to explain the 2% Tax Cap to the residents.

Trustee Nicoll reported that due to inclement weather, the Halloween Party was rescheduled to Saturday, November 5th from 3 to 5 P.M. at Ganser Smith Park.

Mayor Grenier led a discussion on the engineering requirements to the proposed Sage Hill Lane and Sky Hollow Drive Water Infrastructure Project.  The Clerk will send out requests for proposals.

Mayor Grenier discussed a previous meeting with Assemblyman Reilly about a possible grant.

The Mayor suggested the Village pursue the decorative lighting in the Ganser Smith Park master plan.  The Board agreed and the Mayor will contact Bob Reilly.

The Clerk reported on a quote and savings for payroll administration from PayChex.

The Clerk told the Board that the leaf machine has started.

The Clerk inquired about the Annual Christmas Party for employees, retired employees and their guests after a discussion it was agreed the party would be Thursday, December, 15th from 3 P.M. to 6:00 P.M. at Poppy’s Place if available, the Clerk will check

At 8:00 P.M. Trustee Lansing made a motion seconded by Trustee Mackay to enter into Executive Session to discuss personnel issues.
