Board Meeting Minutes – September 3rd, 2019

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Tuesday, September 3rd, 2019 was called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey wanted to thank National Grid for fixing the street lights.

Resident Garvey wanted to thank DPW for weeding around fire hydrants.

Resident Garvey stated while cleaning up Village Streets near Market Road he saw a needle on the ground. He contacted the Menands Police the officers took care of it. He wanted to thank them.

Resident Garvey is upset with a female firefighter from West Albany during the last storm she gave a worker at Village One a hard time. The incident was reported to the fire chief.

Resident Bill Nevins wanted to thank DPW for all their hard work especially after the recent storms.

Resident Susan Sweeney asked if there was a process to give feedback to residents after they voice their concerns. Susan feels that at the next meeting the resident’s concerns should be talked about it possible.

Resident Sweeney also stated the website needs to be updated.

Mayor Grenier advised Mrs. Sweeney she had directed Paul Reuss to contact each Department Head to look at the website and give input to improve.

Resident Steve Boulet asked if the parking rail at the park is going to be repaired. The Clerk advised that DPW is in the process of the repairs.

A motion was made by Trustee Foley to accept the minutes of the August 5th, 2019 Board Meeting, seconded by Trustee Marsh.

The Project generally consists of the following work:

The base bid generally encompasses the following work: site clearing, asphalt pavement, concrete curb removal, concrete curb placement, gravel parking area, block retaining wall, signage, timber guide rails, a kiosk, hardening of the existing trail, drainage improvements, pressure treated wood bridges; benches, placement of signs, various landscape improvements, restoration of disturbed surfaces, erosion and sediment control and maintenance and protection of traffic.

Alternate No. 1 includes the construction of an asphalt paved parking area with striping at the trail entrance in lieu of a gravel parking area.

Alternate No. 2 includes the construction of a 20-foot by 24-foot pavilion with concrete floor and topsoil, seeding and mulching.

Alternate No. 3 includes the construction of pressure treated wooden boardwalk in select areas.

Alternate No. 4 includes the installation of 20 sign post pedestals and panels (panel design by Village) and 15 trail marker posts.
Work shall be substantially completed and operational by October 25, 2019 and ready for final payment by November 22, 2019.
Bids actually received by mail or by hand after the appointed time on the date specified shall be rejected, notwithstanding that such Bid may have been placed in a mail box or other mail receptacle regularly maintained by the United States Postal Service before such time and ordinarily in sufficient time to have been delivered on time.
Bid security in the amount of 5% of the Bid must accompany each Bid in accordance with the Instruction to Bidders.
The successful Bidder will be required to furnish a performance bond and a payment bond, each in an amount equal to 100% of the contract price. Bidders will also be required to furnish a Non-Collusive Affidavit.

The contract documents for this Project are available on compact disc (CD) only. Copies of the documents may be obtained from The Chazen Companies at the address listed above at no charge. If contract documents are requested to be mailed, a $20.00, non-refundable payment must be provided to cover shipping and handling. Mail orders must include a cover letter specifically indicating which bid documents are being requested. Checks for the Contract Documents shall be made payable to “The Chazen Companies”.
Note that only bidders who obtain sets from and are registered with The Chazen Companies will receive notification of Addenda.
This project is publicly funded. The Bidders must comply with the New York State Department of Labor Prevailing Wage Rate Schedule and conditions of employment.
The Village Menands, as Owner, reserves the right to waive any informalities or irregularities in the Bid received, or to reject any or all Bids without explanation.

Trustee Nicoll made a motion to accept the bid from Clover-Leaf Nurseries, Inc. in the amount of $260,050.00 for the Sage Estates Preserve Trailhead & Trail Improvements, seconded by Trustee Foley.

Paul Reuss the MS-4 Officer gave a report for the 2019 Fiscal Year

Trustee Marsh made a motion to approve the Tentative Menands PBA Contract, seconded by Trustee Nicoll.

The Clerk advised the Board he will be on vacation starting Friday 9/6/19 at noon until 9/16/19.

On 9/16 – 9/20 Bill Smith, Paul Reuss, Brian Marsh and Don Handerhan will be attending the NYCOM Conference in Saratoga.

On September 17, 2019 at 2:00 P.M. Eric Johnson from Chazen Companies and Renie Gadani will be handling the Paving Bid Opening at 280 Broadway.

The Clerk informed the Board on September 26th from 2:30 to 4:30 P.M. the Village will be holding its Employee Flue Shot Clinic at 250 Broadway.

Trustee Foley informed the Board that the next Board Meeting will be held on Monday, September 23rd because of the NYCOM Conference.

On September 14th the 2nd Annual Village Community Garage Sale is scheduled at the Menands Market at 281 Broadway.

Trusted Foley stated two Military Banners have been installed. 8 more are on order. Still accepting applications for Banners.

Trustee Marsh asked for an update on the Quiet Zone. Eric Johnson explained the Quiet Zone is going to be delayed because of CP Rail. CP Rail is slow at getting back to the Village with permits needed to pave near the tracks. CP Rail still has to install controllers. Paving of Simmons Lane will wait until Spring. After Simmons Lane is paved all of the crossings will be restriped and new signage will be installed.
