Board Meeting Minutes – September 19th, 2022

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands held on
Monday, September 19th, 2022, was called to order by Mayor Megan Grenier at 6:00 P.M.

PRESENT:

Diane Foley, Trustee

ABSENT:

Megan Grenier, Mayor

Also attending: Bill Garvey, Bill Nevins, Paul Cooney, Doug Reuther, Rob Stark, Mike Case, Joe Yanni, Logan Alexanian.

The mayor led the Pledge of Allegiance

Open Forum:
Resident Bill Garvey made the following comments:

  1. He supports video conferencing of public meetings
  2. He supports activities and programs for our Village children
  3. He supports upgrading the SCADA System
  4. He supports the inspection and cleaning of the low-service revisor
  5. He would like to see the dugouts repainted
  6. He would like to see the Basketball Court at Polk-Switzer redone
  7. He would like the bathrooms near the baseball field repainted.
  8. A light was on at the park. He reported it and it was turned off

Resident Bill Nevins asked the Board if they have had any contact with the school district regarding the school zone. A discussion followed.

Resident Paul Cooney advised the Board if you lower the speed limit you must enforce the speed limit.
A discussion followed.

Resident Dough Reuther asked for a report on the high-service reservoir. A discussion followed. After the discussion, the Board wanted the Clerk to ensure that a report of the service reservoir is on the October 3rd, agenda.

Trustee Marsh made a motion to accept the minutes of the September 6th, 2022, Board Meeting, seconded by Trustee Foley.

Trustee Marsh made a motion to approve payment for the following, seconded by Trustee Lane.

MS4 Officer Paul Reuss advised the Board that the Village needs to renew the Albany County Stormwater Coalition Inter-Municipal Agreement 2023-2027. Discussion followed.

Resolution Number 230057:

Stormwater Coalition Inter-Municipal Agreement 2023-2027

Trustee Marsh entered the following resolution:

Whereas the Village of Menands is subject to the Municipal Storm Sewer Systems (MS4) SPDES permit, General Permit 0-15-003 by the NYS Department of Environmental Conservation: and

Whereas members of the Stormwater Coalition of Albany County would like to continue their existing shared services approach to permit compliance:

Whereas the coalition continues to support permit compliance of benefit to the Village of Menands and

Whereas the current inter-municipal agreement and memorandum of understanding expires, on December 31, 2022, and

Whereas the current members of the Coalition have negotiated an inter-municipal cooperative agreement pursuant to General Municipal Law Article 5-G, effective January 1, 2023, to terminate on December 31, 2027:

NOW, THEREFORE, IT IS RESOLVED THAT:

  1. The Village of Menands Board of Trustees hereby authorizes Mayor Megan Grenier to execute the inter-municipal agreement and memorandum of understanding attached to this resolution on behalf of the Village of Menands.
  2. This resolution will take effect immediately

Trustee Marsh led a discussion on lowering the Village Speed Limit to 25 MPH. Chief Ryan St. Gelais advised the Board of the results of the speed trailer. The speed trailer was placed on Wards Lane for 9 days.

  1. 46,844 cars went up and down Wards Lane
  2. 8.7 were over 40 MPH
  3. 48.3 were over 30 MPH

After a discussion, the Board tabled it until the next meeting.

Chief St. Gelais introduced the two new police officers Joe Yanni, and Logan Alaxanian to the Board. The Board welcomed them to the Village of Menands.

Chief St Gelais advised the Board that Officers Dan Braden and Mike Case have been promoted to Detective effective as soon as Officers Yanni and Alaxanian are off training.

Trustee Marsh led a discussion regarding honoring Bob Kovochic by renaming North Pearl Street from Wolfert Avenue to Amsterdam Avenue “Bob Kovochic Way”. A discussion followed.

Resolution # 230058:

After a discussion Trustee, Marsh made a motion, honoring Bob Kovochic by naming North Pearl Street between Wolfert Avenue and Amsterdam Avenue “Bob Kovochic Way”, seconded by Trustee Foley.

The Clerk led a discussion in regard to prohibiting Video Camera use in public forums of the Village of Menands. A discussion followed.

Resolution Number 230059

Trustee Marsh enter the following resolution:
The taking of photographs, films, videotapes, audiotaping, broadcasting, or telecasting is
prohibited in or on Village of Menands municipal properties that are designated Public Forums.
Examples of Public Forums are, but are not limited to, the Lobby of the Police Department,
Menands Village Office, Menands DPW, Menands Fire Department, and Menands Water
Department. Recording is prohibited EXCEPT for Village-owned public safety and security
cameras.
Signs will be posted at, on, or near all designated Public Forums advising that the recording of
any kind is prohibited.
All employees will be trained annually to ensure compliance with this policy and resolution.
Recording, will be allowed during Public Meetings, as long as doing so DOES NOT
disrupt the Public Meeting. Anyone that disrupts a Public Meeting will be required to leave, seconded by Trustee Lane.
