The regular semi- monthly meeting of the Board of Trustees of the Village of Menands held on Monday, October 21st, 2024, and was called to order by Mayor Marsh at 6:00 PM.

The Mayor led the Pledge of Allegiance and advised that this meeting is being recorded.

Mayor Marsh explained that on September 7, 2024, there was a shotting on the Exit 6 Ramp to I787. After a month-long investigation, a search warrant was issued, and the person involved in the shotting was arrest on multiple charges. The Mayor and the Board congratulated Detective Sargeant Dan Bradan and Detective Mike Case, for solving the case.

Mayor Marsh gave an update on the meeting regarding the renumbering of the addresses to Glenwood Road. The group agreed to submit the mailing addresses to Albany County Real Property to change the current addresses to the mailing addresses on the SBL. Discussion followed.

The Clerk led a discussion regarding the Police Retirement change to 384-E (20 YEAR) Retirement Plan that was approved during the approval of the PBA Contract. Discussion followed.

Mayor Marsh led a discussion regarding two parcels that the Village owns on Glenwood Road. The Village needs to have the two parcels surveyed. Discussion followed.

Trustee Lane made a motion to approve Creighton Manning survey two parcels that the Village owns at a cost of $ 3,300, second by Trustee Harris.

Mayor Marsh advised the Board that the following quotes were received to replace the Fire Alarm System at 250 Broadway.

Trustee Harris made a motion to approve Imperial Systems, Inc to replace the Fire Alarm System at 250 Broadway a cost of $ $36,400.00, second by Trustee Harbour.

Mayor Marsh led a discussion regarding security upgrades to 250 and 280 Broadway.

Mayor Marsh gave an update on the improvements for 250 Broadway. Discussion followed.

Mayor’s Report:

  1. The Village has received the MOU from Albany County Park Improvements Grant.
  2. Chief St Gelais has worked out a deal with Albany County Sheriffs to use their notification system at no cost to the Village. The Village will switch over to the new system after the current contract with E verbridge expires next year.
  3. The sidewalk ADA Assessment was received today. The Mayor will forward to the Board for review and comments.
  4. The annual MS4 Village report has been submitted for this year.
  5. Regeneron has donated a playground set to the Schuyler Inn and there will be a dedication on October 24, 2024.
  6. There is an article Albany Business review regarding Regeneron and their presents in the Capital Region.
  7. The lead line service survey has been submitted to New York State.
  8. The Village has purchased new trash cans for the park.

Trustee’s Report:

Trustee Lane:

  1. Lane: Gave an update on the Little Rive Project. Trustee Lane has been in contact with KC/CP Rail regarding land that they own near the Little River.

Kalogridis:

  1. There are American Flags that need to be replaced on many streets within the Village. Discussion followed.

Harbour:

  1. There is graffiti on the backside for the garage near the pavilion. The Clerk advised that the garage is going to be repainted in the spring.
  2. There will be fall festival at the school.

Clerk’s Report:

  1. October 26, 2024, Trunk, or Treat 4-5:30 Albany Rural Chapel
  2. October 27, 2024, Trunk, or Treat 1:45 arrival and parade at 2 PM.
  3. The tree trimming on Brookside Ave will begin on Tuesday October 22, 2024.
  4. The Clerk gave an update regarding Toys for Tots donations. The Police and Fire Department will also be accepting toys on different dates. There will be donation bins at the Village Office and Lobby of the Police Department. A discussion followed.

General Comments:

I got some important Village items as follows:

  1. Concerned with overgrown week, lawns & brush within lower Menands
  2. Concerned with dog droppings on village streets
  3. He observed red graffiti on pole marker #8 on Harts Lane
  4. On 9/8/24 he threw cardboard boxes in dumpster from Pavilion
  5. He removed cobwebs in the lobby of the Police Dept.
  6. He is concerned that there are so many options to reimagine I-787
  7. He found green kickball shirts left in a box he returned them to Karen Long
  8. He just began cleaning duties for kickball games
  9. A board on the guest bleachers is loose
  10. Who is responsible to leave utility poles covered in weeds & brush
  11. Please post dead end sign on E Kenmar Rd, stop sign on Clifford Road on separate poles
  12. He was happy the grass, weeds & brush were clean of hydrant on Glenwood Road
  13. He reported that the men’s room near the Pavilion was out of paper towels

Resident Mark Carnegie asked how the movie and dinner night was at the Market. The advised that it was very successful and that CYO is working on doing another night soon.
