Board Meeting Minutes – October 21st, 2019

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, October 21st, 2019 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Bill Garvey, Nicole Keough, Kirk Montanye, Susan Sweeney, Bill Nevins, Eric Johnson

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey asked how many trails are in Sage Estates Trail System. Eric Johnson stated it’s hard to say because they connect but there are a few and new bridges have been constructed.

Bill asked about the old Lapiner Brothers building. He approves of a new construction company moving in.

Bill thanked Mrs. Conway of 21 Clifford Road for clearing weeds from the fire hydrant.

Resident Susan Sweeney thanked Amy Sheldon for organizing the neighborhood party. The party was a success and the Village needs more activities of this type.

Susan asked about leaf collection for this year and how come there is nothing in the Activities. Mayor Grenier explained it will be in the Activities coming this week.

A discussion followed regarding leaf pick-up and Village Code.

Resident Nicole Keough thanked the Board for having 444 Broadway clean up their property.

Nicole stated she contacted the Police on September 21st at 5:05 P.M. regarding people behind 444 Broadway. The Police never responded she called back at 5:20 P.M. the Dispatcher stated he never put the call out. A discussion followed.

Resident Keough asked way during the incident Saturday on Simmons Lane there was not an Alert put out. Mayor Grenier state an Alert was not put out because the Police were trying to get people out of the area. If an Alert was put out more people may have come to the scene to see what was going on. A discussion followed.

Resident Bill Nevins thanked the Police for the way they handled the incident on Saturday. A discussion followed.

Resident Kirk Montanye asked for cost of Sage Estate Trail Project. Eric Johnson from Chazen Companies stated it was approximately $225,000 and $125,000 of grant from New York State and the rest is from the legal settlement nothing from taxes. Kirk agreed with the way the Mayor proceeded with the Trail Project and the incident on Simmons Lane.

A motion was made by Trustee Harris to accept the minutes of the October 7th, 2019 Board Meeting, seconded by Trustee Nicoll.

A motion was made by Trustee Nicoll to approve payment for the following, seconded by Trustee Marsh.

Trustee Marsh made a motion to award the Paving Bid for Harts Lane and Menand Road to Callanan Industries, Inc. in the amount of $37,475.00, seconded by Trustee Foley.

Trustee Marsh made a motion to allow Chazen Companies to go out to bid for signage and striping for the four rail road crossings to move forward towards completion of the Quiet Zone, seconded by Trustee Foley.

Trustee Marsh offered a resolution authorizing PenFlex to administer the Service Award Program for the Menands Fire Department for the 11/01/19 – 10/31/2020 year, seconded by Trustee Harris.

It was decided by the Board that Monday, October,29th, 2019 is the date set for the Health Insurance Workshop which will be held at 250 Broadway starting at 5:30 P.M.

The Clerk gave the Board a reminder that the Business Breakfast will be held on Wednesday, October 30th, 2019 at 7:30 A.M. in the Village Hall at 250 Broadway.
Clerk reminded everyone that the Youth Halloween Party is scheduled for Sunday, October 27th, 2019 from 1:00 P.M. to 3:00 P.M. The children will line-up at 12:30 p.m. at the Firehouse for the parade to the Ganser Smith Park for activities, food & refreshments. Help is always needed and appreciated.

Trustee Nicoll made a motion authorizing the use of a fire truck for the Halloween Parade, seconded by Trustee Marsh.

Eric Johnson from Chazen Companies gave the Board an update of progress of the Sage Estate Trails. Eric showed the Board pictures of benches and completed bridges.

Mayor Grenier read a thank you letter from Braking for Aids. The Mayor asked the Clerk to forward the letter to Board Members from the Canal Society.

Resident Bill Gering contacted Mayor Grenier and advised her that National Grid has installed a street light on Lower Sage Hill Lane. The light is not operational yet.

Trustee Brian Marsh is working with an additional energy consultant. He asked Board permission to have the Mayor sign a release of National Grid information form for the new energy consultant.

Trustee Harris made a motion authorizing the Mayor to sign the information release form, seconded by Trustee Foley.
