Board Meeting Minutes – October 1st, 2018

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands held on Monday, October 1st, 2018 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Brian Marsh, John Stangle, Lyle Darmetko, Eric Johnson, Mike & Susan Mackay, Chief Frank Lacosse.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Brian Marsh complained about motor cycles racing up and down Van Rensselaer Blvd. Chief Lacosse explained it is the policy of the Menands Police not to chase a motor cycle due to safety concerns. A discussion followed.

Brian asked if the power outage the other day was related to the other outages he had reported to the Clerk. John Stangle advised the other day there were wires arching. A discussion followed.

Brian asked if there were any water breaks this weekend, Mayor Grenier explained there were two on Amsterdam Avenue.

Resident John Stangle stated that there is a bulb out on the stairwell leading to the Court. The Clerk advised he will have it changed. John suggested having an audit completed of water meter systems readings to try find missing water.

Mayor Grenier stated she has spoken to Eric Johnson from Chazen Companies about doing an audit. A discussion followed.

A motion was made by Trustee Nicoll to accept the minutes of the September 17th, 2018 Board Meeting, seconded by Trustee Harris.

A motion was made by Trustee Harris to approve payment for the following, seconded by Trustee Foley:

The Clerk received a letter from the Menands Fire Co. #1 advising the Board that at their September 4th Business Meeting the membership elected Ms. Alyssa Hill as an active member.
Trustee Nicoll made a motion to approve the appointment of Ms. Alyssa Hill as an active member of the Menands Fire Co. #1, seconded by Trustee Boulet.

A motion was made by Trustee Nicoll to approve the Everbridge Contract for 2019 in the amount of $5,000.00, seconded by Trustee Harris.

The Village Attorney Steve Rehfuss gave the Board a summary of conditions at 19 Glenwood Road.
Trustee Foley presented a resolution authorizing Code Enforcement Officer Lyle Darmetko to serve the resident of 19 Glenwood Road pursuant to Village Code 64-1 with a letter detailing code violations currently existing on the premises which could require the Board to order the discontinuance of the premises until such time as they are addressed to the satisfaction of the Village Building Department.
In the interim, all First Responders, i.e. Menands Police Department, Menands Fire Department & Colonie EMS are directed not to enter the premises until further notice, the resolution was seconded by Trustee Boulet.

Dutch Village request permission to tap into storm drain at the tope of Park Drive. Dutch Village has a problem with ground water in the parking lot in front of Building 20 that is causing a slip hazard. Eric Johnson from Chazen Companies explained the project. Eric also explained he had just received the plans, he had not been able to review them.

Trustee Harris made a motion to allow Dutch Village to tap into the storm drains contingent on Eric Johnson approving the plans, seconded by Trustee Foley.

The following bids were received to replace 2 rear windows in the Village Office with windows that will open to allow fresh air into the building:

Window World $3,105.00
Advanced Glass, Inc $2,995.00
McGuirk Contracting $2,850.00

Trustee Nicoll made a motion to accept the quote from McGuirk Contracting in the amount of $2,850.00 for the (warranty) on window replacements, seconded by Trustee Boulet.

The Clerk advised the Board that the Village received from the Town of Colonie the 2018-2019 Community Development Entitlement Action Plan and it is on file in the Village Office if anyone would like to review it.

The Clerk reminded the Board of the Fall Business Breakfast on Wednesday, October 24th, 2018 at 7:30 A.M. in he Village Hall at 250 Broadway.

At 6:25 P.M. Trustee Nicoll made a motion to enter into Executive Session to discuss a Personnel – new hire matter, seconded by Trustee Foley.

The regular meeting reconvened at 6:55 P.M.

Trustee Boulet made a resolution to appoint Kevin Schwebke as a FT Police Officer for the Menands Police Department effective October 4, 2018, seconded by Trustee Nicoll.

Trustee Foley made a resolution to promote Officer Michael D’Ambro to Sergeant effective October 26, 2018. The promotion is subject to attendance supervisor school and passing the Civil Service exam. In the interim, he may act as a sergeant of the Village of Menands Police Department, seconded by Trustee Nicoll.
