Board Meeting Minutes – May 7th, 2018

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, May 7th, 2018 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Brian Marsh, Bill Garvey, John Stangle, Bill Nevins, Dave Ingalls, Bruce Haeussler, Eric Johnson

The Mayor led the Pledge of Allegiance.

A Pre-application Conference was presented to the Board by Dave Ingalls and Bruce Haeussler representing the 5 Elmwood Road Apartment Complex. The Board asked questions and a discussion followed. A Public Hearing for Site Plan Review will be scheduled for Monday, May 21st, 2018 at 6:00 P.M.; preliminary Site Plan approval will be scheduled for Monday, June 4th at 6:00 P.M.; and the Final Site Plan approval will be scheduled for Monday, June 18th, 2018 at 6:00 P.M.

Open Forum:

Resident Bill Garvey stated the light pole in Ganser Smith Park is still on. The Clerk advised Mr. Garvey that National Grid has been advised.

Bill was glad to hear that Glenwood Road and Harts Lane were going to be repaired. Bill asked the Mayor if Oakland Avenue would be paved the Mayor advised the Paving Projects are not complete yet. Bill advised he will be picking up trash at the park.

Resident Brian Marsh complained about motor cycles speed on Van Rensselaer Boulevard. He stated there is a police presence on the Boulevard and asked if it could be increased.

A motion was made by Trustee Harris, seconded by Trustee Foley to accept the minutes for the April 16th, 2018 Board Meeting as amended.

A motion was made by Trustee Harris, seconded by Trustee Boulet to approve payment for the following:

WARRANT # 23:

GENERAL totaling $75,502.97
WATER totaling $ 4,461.24
SEWER totaling $ 1,702.01
TOTALS $81,666.22

PARK IMPROVEMENT FUND $ 4,133.25

PAYROLL # 24: totaling $91,257.03

The proposal from Chip Kronau Construction & Equipment, Inc. was received for lawn grading and top soiling at Ganser Smith Park in the amount of $14,700.00. The Board tabled this proposal.

The following bids were received for Plumbing and Heating Preventative Maintenance contract for 2018:

Dwight Plumbing & Heating $4,100.00
Farrell Bros. Plumbing & Heating $3,844.00

Trustee Harris made a motion to renew the one-year preventative maintenance contract beginning May 1st, 2018 to April 30, 2019 for both 250 and 280 Broadway to Dwight Plumbing & Heating in the amount of $4,100.00, seconded by Trustee Boulet for the following reasons:

Dwight’s history of good service
Knowledge of equipment
Installation of equipment
Past history

The Clerk reminded the Board that the Spring Business Breakfast Meeting is scheduled for Wednesday, May 23rd, at 7:30 A.M. in the Village Hall.

Mayor Grenier updated on the April 30th, U Albany Dept. Of Geography and Planning presentation on the work they performed to assist the Village with a Comprehensive Plan. The meeting was attended by approximately 50 people, who had great questions and positive feedback. The Final Report will be given to the Village in June.

Eric Johnson from Chazen Companies advised the Board that on June 2nd, 2018 at 12:30 P.M. at Ganser Smith Park there will be a Press Event for the introduction of the Tree Inventory Grant. This plan is to plant a couple of trees with the help of kids from the Little League.

Trustee Boulet stated how great it is seeing baseball being played again in the park and how great the field looks.

A motion was made by Trustee Harris, seconded by Trustee Foley to adjourn.
