Board Meeting Minutes – May 20, 2019

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, May 20th, 2019 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Bill Garvey, Kirk Montanye, Brian Marsh, Sherri Brooks, Brian Rozmierski, Daniela Weiss, Mr. J Weiss, John Stangle, Eric Johnson, Chief Lacosse, Dan McCoy.

The Mayor led the Pledge of Allegiance.

Albany County Executive Dan McCoy attended the meeting to give the Board an update on the state of Albany County.

Mayor Grenier reconvened the Public Hearing to introduce proposed Local Law # 2 of 2019 Section 165 Water Codes at 6:23.

The Clerk read the notice:

A Public Hearing will be held on Monday, May 20th, 2019 at 6:00 P.M. in the Village Municipal Building located at 250 Broadway to introduce Section 165 Water Codes. Such public hearings are open to the public and are accessible to the handicapped. All are encouraged to attend or present comments in writing.

Resident Brian Rozmierski had a list concerns and questions regarding the Water Code. After hearing Brian’s concerns, Mayor Grenier asked Brian to forward the list to the Clerk and he’s concerns would be looked into and will be addressed at the next meeting.

Mayor Grenier advised the Board that a vote will be held off until next meeting so that all concerns could be researched.

Hearing no further questions or comments the Mayor closed the Public Hearing at 6:42 P.M.

The regular meeting reconvened at 6:42 P.M.

Open Forum:

Resident Bill Garvey asked the status of 17B Louis Avenue and the electric box near the tree.

The Village Clerk advised Mr. Garvey that the box is a phone connection for the home, it’s on private property and Code Enforcement looked at it and there is no hazard.

Resident Garvey thanked DPW for moving NO TRUCK signs and putting reflective stripping on the poles.

Bill swept up glass along Broadway around the Tuscan Grill. Resident Garvey thanked DPW for fixing the bathroom at the park. While walking on North Lyons Avenue Resident Garvey moved a home for sale sign that was to close to a fire hydrant. Resident Garvey made some suggestions to Trustee Boulet for names to rename Rail Road Avenue.

Resident Brian Rozmierski suggested to make sure to use a name that is not in Albany County.

Resident Kirk Montanye asked the Village Clerk if he was aware of Anchor Wire being disconnected near the exit of Firehouse on Brookside Avenue. The Village Clerk advised he was not aware of it but would look into it.

Resident Brian Marsh advised the Board that companies that are doing business for residents are putting up flyers on telephone poles along Van Rensselaer Blvd. The mayor stated she will advise Code Enforcement.

A motion was made by Trustee Boulet to accept the minutes for the May 13th, 2019 Board Meeting, seconded by Trustee Harris.

A motion was made by Trustee Boulet to approve payment for the following, seconded by Trustee Harris.

WATER totaling $ 1,102.50
SEWER totaling $ 1,731.60
TOTALS $42,458.38

The Treasurer is advising the Board that a new Tax Warrant was prepared, as there was a change to Relieved Water and Sewer, due to a water payment postage marked April 30th, 2019, that the Post Office didn’t deliver until after the Tax Warrant was signed.

TAX LEVY RESOLUTION

YOU ARE HEREBY COMMANDED to receive and collect from the several persons named in the tax roll hereunto annexed, the several sums stated in the last column hereof opposite their respective names, being a total of $2,555.032.66 for the following purposes:

YOU ARE FURTHER COMMANDED to receive and collect such sums without additional charge between the first day of June and the first day of July, 2019 both inclusive; and thereafter to collect with such of the sums as have not been therefore collected, and additional charge of five per centum for the first month (July) or fraction thereof and an additional one per centum for each month or fraction thereof thereafter until paid.

YOU ARE FURTHER COMMANDED to file the tax roll and warrant in your office on or before the first day of November, 2019 and then deliver to the Board of Trustees at the same time an account of the taxes remaining due and unpaid; describing each parcel of real property upon which taxes are unpaid, showing the person or persons to whom the parcel is assessed and showing as to each parcel the amount of tax unpaid. Thereafter, said statement of unpaid taxes is to be transmitted to the Albany County Treasurer for collection and payment.

Trustee Nicoll introduced the following RESOLUTION that the Village Board has made the determination to change the current mileage reimbursement rate issued by IRS from the annual meeting to follow the IRS mileage reimbursement schedule, seconded by Trustee Boulet.

Eric Johnson informed the Board on the DSNY Trail Grant Report

The Clerk advised the Board that Leak Detection is tentatively scheduled for the week of June 3rd, 2019.

The Clerk informed the Board that the Handicap Railings will be installed over Memorial Day weekend.

Trustee Nicoll read a thank you note from Menands School for taking out an ad in the Menands School Yearbook.

Mayor Grenier read two letters from resident Susan Sweeney. The first letter thanking the Police for checking her home while she was away. The second thanking DPW Laborer John Sheehy for his hard work cleaning up the area near MacAffer and Newell Street.

Mayor Grenier advised everyone that there will be a Comprehensive Plan Workshop at the Humane Society at 3 Oakland Avenue May 30th from 5:00 PM to 7:30 PM
