Board Meeting Minutes – May 2nd, 2022

The regular semi-monthly meeting of the Board of Trustees for the Village of Menands held on Monday, May 2nd, 2022, was called to order by Mayor Megan Grenier at 6:00 P.M.

The mayor led the Pledge of Allegiance.

Chief David Ognan, appointed Jonathan Dudley as Interim Captain due to the illness of the Assistant Chief, and 2 Captains. Firefighter Dudley will be promoted to Captain both Captains until their return to service.

Resolution Number 20073:

A motion was made by Trustee Marsh to the approval of Jonathan Dudley, as interim Captain until both Captains return to service, seconded by Trustee Foley.

Open Forum:

Resident Bill Garvey advised the Board of the following:

  1. He is glad the Disabled American Veterans Service has opened an office in the Riverview Center
  2. He was named the Official Groundskeeper for the Menands Little League
  3. There are streets within The Village that is despair Harts Lane, Louis Ave, Clifford Rd, N Lyons, and Oakland Ave.
  4. He reported that street light # 29 is out of service
  5. He found 3 coats in the park that have been there for a few weeks he placed them in the trash
  6. He is in favor of the tank removal at 280 Broadway
  7. He thanked DPW for picking up a large pile of branched on Cornel Drive

Resolution Number 20074:

A motion was made by Trustee Marsh to accept the minutes for April 25th, 2022, Board Meeting, seconded by Trustee Foley.

Resolution Number 20075:

A motion was made by Trustee Lane to approve payments for the following, seconded by Trustee Foley.

WARRANT # 23;

Trustee Marsh, tabled the discussion regarding NelNet Energy until May 16, 2022 Board Meeting so that a representative from NelNet Energy would be able to be present to answer questions.

Trustee Foley led a discussion regarding price increases for Military Banners. The cost of the Banners will increase by $10.00 to a total cost of $175.00 per Banner due to a manufacturing price increase. The application has been updated.

Isabel Smrstik gave the Economic Development Intern’s Report

  1. Update on CGI Video A third video is going to be created to include the Fire Department
  2. Update on Historical Signs
  3. Isabel attended a webinar regarding Broadband

The Clerk followed up on the following items from the Board Meeting on April 25, 2022:

  1. Spoke to Chief St Gelais, regarding what he was able to forward to Board regarding Firefighter background. He can only forward whether they have a valid driver’s license.
  2. Leak detection will begin Monday, May 9, around 9:30 AM.

Trustee Harris asked for an update on the reservoir. Mayor Grenier advised that they have not completed the survey yet they will be coming back this week to finish.

Mayor Grenier advised the Board that Bethany Church donated $10,000 to the Park Fund. They did ask, if possible, with the monies that a park bench be put into the park in honor of Bethany Church. Bethany Church also donated $10,000 to Menands Library.

Trustee Harris advised the Board that the Story walk has been updated with a new book.

Trustee Lane asked the board’s permission to work on a code for Contractors working on Public Right Aways. Discussion followed. After discussion, the Board approved Trustee Lane working on the code.

Trustee Marsh gave the following updates:

Mid-City Plaza:

  • The new owners are updating all building fronts and cleaning up the plaza
  • On Tuesday, May 3, 2022, there is a meeting with to possibly major tenant come to Mid-City.
  • There is a Photo Studio coming to the Plaza

444 Broadway:

  • A Beauty Salon is scheduled to open
  • A Gym is scheduled to open
  • Unity House is scheduled to move into the old Price Chopper
  • The following are renderings of other improvements the new owners will be doing

At 6:22 P.M. Trustee Marsh made a motion to enter into Executive Session to discuss a legal and personnel matter, seconded by Trustee Harris.
