The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday March 7th, 2016 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Bill Garvey, Paul Cooney, Brian Marsh, John Stangle, Bill Nevins, Lyle Darmetko, Sissy Horowitz, Terance Blake, Brian Franklin, Rick Rogozinski, and Yuliya Howard.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey reported that there was a large box in the middle of Broadway after the last Board Meeting.

Bill said that he felt sorry for the owner of 354 Broadway who’s home was recently demolished because of the fire.

He also asked if the Village Board would consider his two proposals for Village Laws. The first proposed law would be to ban dogs from entering restaurants with the exception of service dogs. The second proposed law would be to ban smoking in the Village Park.

Resident Brian Marsh asked for an update on the gentleman who lives at the corner of Sky Hollow and Van Rensselaer Boulevard. Attorney Rehfuss responded. He also asked for an update on the Van Rensselaer Boulevard Water Project. The Clerk responded.

Resident Sissy Horowitz and Rick Rogozinski asked if there was any word yet from NYS DOT when they would begin the project on Van Rensselaer Boulevard. The Mayor responded.

Fire Chief Franklin asked if they would be redoing the crosswalks as part of the project down at Ward’s Lane. He feels that more lighting and signage would help alleviate the problem.

Resident Yuliya Howard from 6 Louis Avenue spoke of the flooding behind her home. Chief Franklin stated that there was between four and six inches of water that came into her home. She stated that the residents feel the pipes are not big enough to handle the flow of water. Attorney Rehfuss addressed her concerns.

Resident John Stangle stated that the feuding needs to stop. He said that things have gotten much worse. Attorney Rehfuss and the Mayor responded to the comments.

Trustee Nicoll made a motion, seconded by Trustee Harris to accept the minutes of the February16th, 2016 Board Meeting.

A motion was made by Trustee Harris, seconded by Trustee Nicoll to approve payment for the following:

Trustee Foley requested a resolution authorizing a building permit fee refund to Vivint Solar (permit # 15-40 dated July 21, 2015 for installation at 90 Menand Road, Tariq Malik homeowner decided not to proceed with the project) in the amount of five hundred twenty dollars ($520.00), seconded by Trustee Harris.

The Clerk read a request from the Fire Department to use a fire truck in the Albany St. Patrick’s Day Parade on Saturday, March 12th, 2016 after which Trustee Harris moved, seconded by Trustee Nicoll a resolution authorizing the Fire Department to use a fire truck in the Albany St. Patrick’s Day Parade.

The Mayor reported that National Grid is doing a project on Broadway.

She recently went to a Law Breakfast where two of our officers Paul Stone and Ty Bariteau were honored.

The Mayor along with Eric Johnson from Chazen Companies heard recently while attending a meeting for grant funding, that unofficially, the Village would be getting $10,000.00 for the South End Sewer Project, upon Town Board approval.

Representatives from the Mohawk Hudson Humane Society did a site plan review for the Board of Trustees on a new proposed building. They stated that it would be a ten (10) month projected completion date. The representatives answered questions from the Board and the residents.

At 7:10 P.M. Trustee Harris made a motion, seconded by Trustee Foley to enter into Executive Session to discuss a legal issue.
