The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, March 4th, 2019 was called to order by Mayor Megan Grenier at 6:00 P.M.

Stephen Rehfuss, Village Attorney

ABSENT:

Diane Foley, Trustee

Also attending: Bill Garvey, Brian Marsh, John Stangle, Kirk Montanye, Eric Johnson

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey hopes the Village does not have to go over the 2% Tax Cap.

Resident Garvey asked the Mayor who bought the Price Chopper Plaza? The Mayor informed Mr. Garvey the name of the company is Menands Realty.

Resident Garvey supports Brian Marsh’s idea for the Adopt A Highway Project. Bill will continue to clean the lower part of the Village.

Resident Brian Marsh inquired about the time left on the Price Choppers lease with 444 Broadway. Mayor Grenier stated she was not sure. Village Attorney Steve Rehfuss stated that would be part of a public record. A discussion followed.

Mr. Marsh asked if it was true Dollar Tree was moving into 100 Broadway. Mayor Grenier stated yes.

Resident Marsh stated the Board should google the effect of Dollar Tree stores coming into an area. A discussion followed.

Resident Marsh asked why the purchase of 280 Broadway was not brought up for public input. Mayor Grenier and Village Attorney Steve Rehfuss explained the purchase procedure “noting the approval for the purchase of the building was done during an open meeting.” A discussion followed.

A correction was made on the 2/25/19 motion to accept the minutes should read Trustee Harris accepted the minutes, seconded by Trustee Boulet.

Trustee Harris made a motion to accept the minutes of the February 25th, 2018 Board Meeting as amended, seconded by Trustee Nicoll.

A motion was made by Trustee Harris to approve payment for the following, seconded by Trustee Boulet.

Trustee Nicoll made a motion to purchase a new computer from ABS for $975.00 for the Building Department, seconded by Trustee Boulet.

Trustee Harris made a statement that after the Budget is complete the Village should look into switching from Office to Google

Trustee Harris made a motion authorizing the Mayor to sign the SEQR for Town of Colonie Comprehensive Plan, seconded by Trustee Nicoll.

The Clerk read a letter from the Menands PBA informing the Board date on 2/14/19 the newly elected PBA President is Patrolman Paul Stone and the Vice President is Sergeant Aaron St. Gelais.

Trustee Nicoll made a motion authorizing the Mayor to sign the State Municipal Program Improvements to the Sage Estates Preserve Trail Grant, seconded by Trustee Boulet.

Mayor Grenier read a letter from Morgan Stanley authorizing a payment of $11,241.53 to Donald Handerhan for Menands Volunteer Fire Fighters Service Award Program.

Trustee Nicoll made a motion authorizing the Mayor to sign the Morgan Stanley letter for payment of $11,241.53 to Donald Handerhan for Menands Volunteer Fire Fighter Service Award Program, seconded by Trustee Harris.

At 6:37 P.M. Trustee Harris made a motion to enter into Executive Session to discuss a personnel matter, seconded by Trustee Nicoll.
