Board Meeting Minutes – March 18th, 2019

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, March 18th, 2019 was called to order by Mayor Megan Grenier at 6:00 P.M.

ABSENT:

Stephen Rehfuss, Village Attorney

Also attending: Bill Garvey, Brian Marsh, Karyn Steurer, John Stangle.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Karyn Steurer asked the Board for permission for the Little League to sell and display sponsor signs on the Home Run Fence on the Little League Field. The signs will be 3’ x 5’ and will only be displayed during the six (6) week season. The signs will meet the Village Code.

Trustee Boulet made a motion allowing the signs to be displayed during the Little League Season, seconded by Trustee Nicoll.

Resident Bill Garvey stated there are street lights along Harts Lane and Broadway that are on during the day. Resident Garvey asked the Mayor now that the tree inventory is complete when will they start planting new trees in Ganser Smith Park. Mayor Grenier stated the Village is still working on a plan. Resident Garvey is willing to help the Little League as a grounds-keeper.

Resident Garvey stopped at Family Dollar and spoke to the manager after hearing that Family Dollar Stores were closing around the country. The manager told Bill the store in Menands is staying open.

Resident Brian Marsh asked if he could put his questions in writing before the Budget Public Hearing. Mayor Grenier stated yes that would be acceptable.

A motion was made by Trustee Harris to accept the minutes of the March 4th, 2019 Board Meeting, seconded by Trustee Boulet.

A motion was made by Trustee Harris to accept the minutes of the March 6th, 2019 Budget Workshop, seconded by Trustee Boulet.

A motion was made by Trustee Harris to accept the minutes of the March 13th, 2019 Budget Workshop, seconded by Trustee Boulet.

A motion was made by Trustee Foley to approve payment for the following, seconded by Trustee Boulet.

The Clerk reported that the Mayor has submitted the Preliminary Village Budget for 2019 – 2020 to the Board. Copies are available for the public at the Village Office.

The Clerk reminded the Board of the Budget Public Hearing to be held on Tuesday, April 9th, Wednesday, April 10th, 2019 at 6:00 P.M.

Trustee Harris made a motion to approve the PenFlex Service Award Program posting for 30 days, seconded by Trustee Nicoll.

The following companies have submitted quotes for the Fire Department LOSAP Investment Service Management Services for the Menands RFP:

Glens Falls National Bank and Trust Company
UBS
Stawnychy Finical Services

Glens Falls National Bank and Trust Company gave a complete RFP they will be charging 1% of Market Value the project projected fees will be $2,200.00

UBS and Stawnychy Finical Services did not include any fees they would be charging.

The recommendation is Glens Falls National Bank and Trust Company.

Trustee Harris made a motion to award Glens Falls National Bank and Trust Company the Fire Department LOSAP Investment Service Management Services in the amount of $2,200.00, seconded by Trustee Nicoll.

Trustee Boulet made a motion for the Village Clerk to authorize Breaking Aids Ridge permission to use the bike path Friday, September 13, 2019 from 12:30 P.M. to 6:30 P.M. which will benefit Housing Works, seconded by Trustee Foley.

The Clerk advised the Board the Emergency Committee held their annual meeting and reviewed the Emergency Plans and the following changes to Plan were made:

Changes to Emergency Plan

Added Emergency Water Supply Contingency Plan
Replaced covers to all plans with new Village Seal
Replaced the Names of Administrators on Village Notification System
Change in Apartment Emergency First Call to Village Notification System
Fixed spelling error on page 2 of Apartment Emergency
Changed the paragraph in Apartment Emergency regarding the command post
Added to following forms:
State of Emergency Form
State of Emergency Cancel Form
Local Evacuation Form
Emergency Notification of Evacuation Letter

All of the changes have been reviewed and approved by the following people:

Trustee Boulet made a motion to approve changes to Emergency Plan and to authorize the Mayor to sign off on the changes, seconded by Trustee Foley.

The Clerk advised the Board that there will be a need to purchase a starter switch for the Ward’s Pump Station. The Clerk explained the switch is used to start the pumps. The switch is the original switch when the building was built. It should be ok for now, but if it fails, we will have to make an Emergency Purchase.

At 6:32 P.M. Trustee Boulet made a motion to enter into Executive Session to discuss a personnel matter and DPW Contract, seconded by Trustee Nicoll.
