Board Meeting Minutes – June 3rd, 2019

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, June 3rd, 2019 was called to order by Mayor Megan Grenier at 6:00 P.M.

Stephen Rehfuss, Village Attorney

Also attending: Bill Garvey, Brian Marsh, Bill Nevins, Connie Van Buren

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey thanked DOT for mowing the grass along Rt 378. Resident Garvey is thankful for the following: that CP Rail has painted the power poles and the handicap railings have be installed. Bill asked Eric Johnson what kind of trees were going to be planted with the Trail Grant. Eric told Bill dogwood trees. Bill also thanked DPW for fixing the rest rooms at the park.

Resident Connie Van Buren complained about trash being brought into Menands to be removed. Connie explained about trash can in front of homes, unregistered cars. A discussion followed.

Village Attorney Rehfuss advised the Village will have Code Enforcement write Notice of Violations.

Resident Brian Marsh asked if any notice was given to the Village prior to the YMCA closing. Mayor Grenier responded, yes, we were aware.

A motion was made by Trustee Boulet to accept the minutes of the May 20th, 2019 Board Meeting, seconded by Trustee Nicoll.

A motion was made by Trustee Nicoll to approve payment for the following, seconded by Trustee Foley.

WARRANT # 25 ENC:

GENERAL totaling $19,279.88
WATER totaling $ 4,229.56
SEWER totaling $ 4,782.25
TOTALS $28,291.69

WARRANT # 1:

GENERAL totaling $115,344.41
WATER totaling $ 75,144.98
SEWER totaling $ 12,000.00
TOTALS $202,489.39
PAYROLL # 26: totaling $94,757.32

Village Attorney Rehfuss and Eric Johnson from Chazen Companies went over the proposed local law on water including concerns of Brian Rozmierski and the changes that Eric Johnson made to amend. A discussion followed and a Public Hearing was set up for Monday, June 17, 2019 at 6:00 P.M.

The Clerk advised the Board regarding the closure of the rear entrance to 800 North Pearl Street.

The Clerk read a letter from the Menands Fire Company requesting permission to sell food and beverages at the Village Park Concerts and the Village Picnic.

A motion was made by Trustee Nicoll to allow the Fire Company sell food and beverages at beverages at the Village Park Concerts and the Village Picnic, seconded by Trustee Foley.

Resident Connie Van Buren asked if DOT could be contacted about putting Rt 32 NORTH and SOUTH signs on Rt 378 exits. The Clerk advised he would speak to DOT.

Mayor Grenier stated that the Business Breakfast was a success. The Mayor thanked Kevin Franklin and Don Handerhan for helping with the power point.

Mayor Grenier advised that she and Diane Foley have been working on Military Banners for Menands residents. The cost will be $165.00 to purchase a banner. They will be displayed along Broadway.

At 6:37 P.M. Trustee Harris made a motion to enter into Executive Session to discuss two contractual
matters, seconded by Trustee Foley.

The regular meeting reconvened at 6:51 P.M.

A motion was made by Trustee Nicoll to adjourn, seconded by Trustee Foley.
