Board Meeting Minutes – June 20th 2016

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, June 20th, 2016 was called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.

Mohawk Hudson Humane Society representatives gave a presentation to the Board on a Preliminary Site Plan for renovating the building and the property.

Trustee Harris made a motion, seconded by Trustee Foley that the Board would approve the Preliminary Site Plan on the condition that the Humane Society representatives would provide additional information and satisfactorily address the Village Engineer’s comments and subject to any issue related to SEQR declaration.

Open Forum:

 

Resident Bill Garvey said that he was glad to see some of the signs on Broadway have been replaced.  He also stated that he was very pleased to see that the Menands Pump Station was being upgraded.  Mr. Garvey reported that the restrooms at the ballpark were very messy so he spoke to league president Jim Mitchell about having them cleaned up.

A resident reported that 33 Park Drive was left in bad shape and is there anything that can be done with this property.  Code Enforcement Officer Reuss said that we recently mowed the lawn, but it’s still not the Village’s responsibility to do so.  He also said that there are a couple of dead trees along Park Drive that were in danger of falling.

First Asst Chief Michael Steurer asked for an update on the slide at Ganser Smith Park.  The Clerk responded.

Resident John Stangle said that he didn’t feel the Board could go back and amend language from the January 19th, 2016 meeting minutes.  The Village Attorney responded.

Resident Kirk Montanye asked what language were we referring to.  The Mayor responded.

A motion was made by Trustee Harris, seconded by Trustee Nicoll to accept the minutes of the June 6th, 2016 Board Meeting.

A motion was made by Trustee Harris, seconded by Trustee Foley to accept the minutes of the June 13th, 2016 Public Hearing to amend Section 160-31 of the Village Code “Exclusion of Heavy Trucks from certain Village Highways/Streets” and repeal Section 160-36 “Designation of Wolfert Avenue as a Main Artery of Travel”.

A motion was made by Trustee Harris, seconded by Trustee Foley to accept the minutes of the June 13th, 2016 Public Hearing to amend Section 138 of the Village Code “Signs and Billboards” adding a new Section 30 “Planned Development District (PDD) Provisions” and review propose “Zoning Map Changes:.

Trustee Harris made a motion, seconded by Trustee Boulet to approve the following supplemental language to the January 19th, 2016 minutes. The Village Attorney gave an update after Executive Session to the Trustees, about the purchase of 280 Broadway, former Key Bank Building.  The sale price for the building after tax, title and escrow charges, were $155,956.78.

The Mayor thanked Eric Johnson, The Chazen Companies, for completing and submitting the Water Grant application today.

Trustee Nicoll made a motion, seconded by Trustee Foley to approve the Creighton Manning sign proposal.

Trustee Boulet provided the Board and the Village Attorney language for consideration for a Tobacco Free Park.  Trustee Boulet will introduce Local Law # 5 of 2016, Tobacco Free Parks at the July 5th organizational meeting.  A public hearing will be scheduled for July 18th.

Trustee Nicoll wanted to thank the Menands Fire Department for assisting with Field Day at the school.  She also wanted to thank the Village Gardner, Dianne MacFarland, for all the work she does throughout the Village.

A motion was made by Trustee Nicoll, seconded by Trustee Foley to authorize the Mayor to sign the MOU with the Town of Colonie for the CDBG Program.

The Clerk advised the Board that he has the 2016 Town of Colonie Community Development Entitlement Action Plan, and it will be available for review in the office.

At 6:59 P.M. Trustee Boulet made a motion, seconded by Trustee Harris to enter into Executive Session to discuss a contractual matter.
