Board Meeting Minutes – June 17th, 2019

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, June 17th, 2019 was called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.

Mayor Megan Grenier opened the Public Hearing to introduce proposed Local Law # 2 of 2019 Section 165 Water Codes.

The Clerk read the notice:

A Public Hearing will be held on Monday, June 17th, 2019 at 6:00 P.M. in the Village Municipal Building located at 250 Broadway to introduce Section 165 Water Codes. Such public hearings are open to the public and are accessible to the handicapped. All are encouraged to attend or present comments in writing.

See attached copy of proposed Section 165 Water Codes.

Mayor Grenier stated there will be two changes to the Code:

#1 the word “contract” was changed to “Local Law”

#2 Section 1.6.2 the word “whatever” was changed to “what so ever”

Hearing no further questions or comments the Mayor closed the Public Hearing at 6:01 P.M.

The regular meeting reconvened at 6:01 P.M.

Open Forum:

Resident Connie Van Buren has concerns about 10 Clifford Road, there are multiple cars parked, there are also cars coming and going all night long. This past week they had a fire in a fire pit that was so big Connie could see it from her house.

Village Attorney Rehfuss asked Connie if she contacted the Menands Police, she replied no. Attorney Rehfuss advised Connie that the Clerk would speak to the Police Chief and advise him

The Clerk informed Connie that he looked into her request from last meeting about putting North and South on exit signs on Rt 378. The exit signs already have Rt 32 North and Rt 32 South on the signs.

Resident Bill Garvey thanked DPW for their hard work. Bill reported that there was tall grass around a sign on Tillinghast Avenue. Resident Garvey reported the hydrant marker on Broadway is broken and asked the Clerk when it was going to be repaired, the Clerk advised the flag is on order.

Bill advised the Board he was proud to be grounds keeper for the Menands Little League. Resident Garvey asked about the attempted concession stand break in at the Little League Field. The Clerk advised Mr. Garvey that the kids were caught.

Resident Susan Sweeney asked about recent vehicle break ins in the Roost Estates Area, if any notice was put out. The Mayor replied Chief Lacosse put a notice in the Activities. Susan asked if we could put something out over the Everbridge System? The Mayor replied that has been done in the past and we will do it again.

A motion was made by Trustee Nicoll to accept the minutes of the June 3rd, 2019 Board Meeting, seconded by Trustee Foley.

A motion was made by Trustee Nicoll to approve payment for the following, seconded by Trustee Foley.

A motion was made by Trustee Boulet to approve proposed Local Law # 2 of 2019 Water Code, seconded by Trustee Nicoll.

Trustee Foley made a motion authorizing the Mayor to sign the contract with Comp Alliance for the period 07/01/2019 to 06/30/2020 in the amount of $90,119.00, seconded by Trustee Nicoll.

MS-4 Officer Reuss gave the Board the Stormwater Management Update on the 2019 MS-4 Annual Report.

At the June 4th meeting of the Menands Fire Co #1 the following individual Paul Maguire Leonard, Jr. was elected to active membership in the Company. Trustee Nicoll made a motion to approve Paul Maguire Leonard, Jr. as an active member of the Menands Fire Co #1, seconded by Trustee Boulet.

The Clerk informed the Board that Eric Johnson from Chazen Companies, Mike Hagmann, DPW Foreman and himself had a meeting with Tom Brady from Albany County Department of Health regarding the Menands Annual Water Report. This report is to inform the residents of Menands water quality. During the meeting Tom Brady advised the Village that they no longer have to mail report out to residents but make the report available to them on the Village Website and have copies in the Village Office.

The Clerk gave the Board a reminder of the Village Elections Tuesday, June 18th 12 PM to 9 PM.

The Clerk stated that Water & Sewer bills will be going out July 1st, and the Annual Audit will begin the
Second week in July.

Mayor Grenier advised the Board the week of 6/3/19 New York Leak Detection did a survey of the whole Village some leaks were found; however, no major leaks were found. DPW is making a schedule to repair the leaks.

At 6:32 P.M. Trustee Nicoll made a motion to enter into Executive Session to discuss a personnel issue and a legal matter, seconded by Trustee Boulet.
