PLEASE TAKE NOTICE that the Village of MENANDS will hold a Public Hearing on July 20, 2026, at 6 PM in the Library of Menands School at 19 Wards Lane, Menands, New York regarding a grant for replacing Lead Service Lines to effected Village Residents.
All persons will be allowed to be heard at such a public hearing. Mayor Marsh explained the Village is applying for a Grant to help the residents that have lead water lines pay for the lead services in homes be replaced. Discussion followed.

- What material will the replacement line be made of? Mayor Marsh advised most likely copper.
- How long will the project take to complete? Mayor Marsh not sure until all lead lines are found.
Resident Mark Carnegie:
- Asked if the lead lines in Southend are included in the project. Mayor Marsh advised that yes, they are.

Mayor Marsh explained to the Board that Wolfert’s Roost has applied for a building permit to replace a maintenance garage that had burned down 2 years ago. During the plan review it was discovered that the area in which the garage is going to be built is in an R-1 Zone. The R-1 Zone is an error in the zoning law. Mayor Marh advised the Board that LaBella has completed a Full Environmental Assessment Form Part 1 Project and Setting. A Public Hearing will be needed to correct the Zoning Law. Discussion followed.

VILLAGE OF MENANDS
LOCAL LAW NO. 6 OF 2026
A LOCAL LAW amending Chapter 169 (Zoning) of the Code of the Village of Menands to amend the Official Zoning Map and to amend the permitted uses in the Land Conservation (LC) District.
BE IT ENACTED by the Board of Trustees of the Village of Menands as follows:
SECTION 1. LEGISLATIVE INTENT The Board of Trustees of the Village of Menands hereby finds and determines that it is in the best interest of the Village to amend the Official Zoning Map to reclassify certain parcels to better reflect their intended use. Furthermore, the Board finds it appropriate to amend the Land Conservation (LC) District regulations, which currently preserve lands for open space and recreational purposes, to include private or public golf courses, driving ranges, and country clubs as principal permitted uses.
SECTION 2. AMENDMENT TO THE OFFICIAL ZONING MAP The Official Zoning Map of the Village of Menands, as established in § 169-9 of the Village Code, is hereby amended to rezone the following tax parcels from the Single-Family Residential District (R1) to the Land Conservation District (LC), as depicted on the map attached hereto as “Exhibit A – Village of Menands Proposed Zoning Map Amendment” and made part of this local law:

SECTION 3. AMENDMENT TO ZONING TEXT Chapter 169, Article 5, Section 169-28 of the Code of the Village of Menands, titled “Land Conservation District (LC)”, is hereby amended. Subsection B, “Permitted uses”, is amended by adding a new paragraph (8) to read as follows:
(8) Private or public golf courses or driving ranges and/or country clubs.
SECTION 4. SEVERABILITY Should any provision of this local law be declared illegal or unconstitutional by a court of competent jurisdiction to the extent that the other provisions of this local law can be implemented without such illegal or unconstitutional provision, such other provisions shall remain in effect.
SECTION 5. EFFECTIVE DATE This local law shall take effect immediately upon filing with the Secretary of State of the State of New York in accordance with Article 3 of the Municipal Home Rule Law.

BOND RESOLUTION DATED JULY 20, 2026.
A RESOLUTION AUTHORIZING, SUBJECT TO PERMISSIVE REFERENDUM, THE LEAD SERVICE LINE REPLACEMENT PROJECT, IN AND FOR THE VILLAGE OF MENANDS, ALBANY COUNTY, NEW YORK, AT A MAXIMUM ESTIMATED COST OF $2,157,000 AND AUTHORIZING THE ISSUANCE OF $2,157,000 SERIAL BONDS OF SAID VILLAGE TO PAY THE COST THEREOF.
WHEREAS, the capital project hereinafter described, as proposed, has been determined to be a Type II Action pursuant to 6 NYCRR Part 617.5 (c) (1) and (2) of the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act, which as such it has been determined will not have any significant adverse impact on the environment; and
WHEREAS, it is now desired to authorize such capital project and its financing; NOW, THEREFORE, BE IT
BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total voting strength of the Board of Trustees of the Village of Menands, Albany County, New York, as follows:
Section 1. The Lead Service Line Replacement Project, including incidental improvements and expenses in connection therewith, in and for the Village of Menands, Albany County, New York, is hereby authorized, subject to permissive referendum, at a maximum estimated cost of $2,157,000.
Section 2. It is hereby determined that the plan for the financing of the aforesaid maximum estimated cost is by the issuance of $2,157,000 of serial bonds of the Village hereby authorized to be issued therefor pursuant to the provisions of the Local Finance Law; PROVIDED, HOWEVER, that to the extent that any grants-in-aid are received for such specific object or purpose, the amount of bonds to be issued pursuant to this resolution shall be reduced dollar for dollar.
Section 3. It is hereby determined that the period of probable usefulness of the aforesaid specific object or purpose is thirty years, pursuant to subdivision 109 of paragraph a of Section 11.00 of the Local Finance Law. It is hereby further determined that the maximum maturity of the serial bonds herein authorized will exceed five years.
Section 4. The faith and credit of said Village of Menands, Albany County, New York, are hereby irrevocably pledged for the payment of the principal of and interest on such bonds as the same respectively become due and payable. An annual appropriation shall be made in each year sufficient to pay the principal of and interest on such bonds becoming due and payable in such year. There shall annually be levied on all the taxable real property of said Village, a tax sufficient to pay the principal of and interest on such bonds as the same become due and payable.
Section 5. Subject to the provisions of the Local Finance Law, the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the serial bonds herein authorized, including renewals of such notes, is hereby delegated to the Village Treasurer, the chief fiscal officer. Such notes shall be of such terms, form, and contents, and shall be sold in such manner, as may be prescribed by said Village Treasurer, consistent with the provisions of the Local Finance Law.
Section 6. The powers and duties of advertising such bonds for sale, conducting the sale and awarding the bonds, are hereby delegated to the Village Treasurer, who shall advertise such bonds for sale, conduct the sale, and award the bonds in such manner as the Village Treasurer shall deem best for the interests of said Village; provided, however, that in the exercise of these delegated powers, the Village Treasurer shall comply fully with the provisions of the Local Finance Law and any order or rule of the State Comptroller applicable to the sale of municipal bonds. The receipt of the Village Treasurer shall be a full acquittance to the purchaser of such bonds, who shall not be obliged to see to the application of the purchase money.
Section 7. All other matters except as provided herein relating to the serial bonds herein authorized including the date, denominations, maturities and interest payment dates, within the limitations prescribed herein and the manner of execution of the same, including the consolidation with other issues, and also the ability to issue serial bonds with substantially level or declining annual debt service, shall be determined by the Village Treasurer, the chief fiscal officer of such Village. Such bonds shall contain substantially the recital of validity clause provided for in Section 52.00 of the Local Finance Law and shall otherwise be in such form and contain such recitals, in addition to those required by Section 51.00 of the Local Finance Law, as the Village Treasurer shall determine consistent with the provisions of the Local Finance Law.
Section 8. The Village Treasurer is hereby further authorized, at his sole discretion, to execute a project finance and/or loan agreement, and any other agreements with the New York State Department of Health and/or the New York State Environmental Facilities Corporation, including amendments thereto, and including any instruments (or amendments thereto) in the effectuation thereof, in order to effect the financing or refinancing of the specific object or purpose described in Section 1 hereof, or a portion thereof, by a bond, and/or note issue of said Village in the event of the sale of same to the New York State Environmental Facilities Corporation.
Section 9. The power to issue and sell notes to the New York State Environmental Facilities Corporation pursuant to Section 169.00 of the Local Finance Law is hereby delegated to the Village Treasurer. Such notes shall be of such terms, form and contents as may be prescribed by said Village Treasurer consistent with the provisions of the Local Finance Law.
Section 10. The validity of such bonds and bond anticipation notes may be contested only if:
1) Such obligations are authorized for an object or purpose for which said Village is not authorized to expend money, or
2) The provisions of law which should be complied with at the date of publication of this resolution are not substantially complied with,
and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of such publication, or
3) Such obligations are authorized in violation of the provisions of the Constitution.
Section 11. This resolution shall constitute a statement of official intent for purposes of Treasury Regulations Section 1.150 2. Other than as specified in this resolution, no monies are, or are reasonably expected to be, reserved, allocated on a long term basis, or otherwise set aside with respect to the permanent funding of the object or purpose described herein.
Section 12. Upon this resolution taking effect, the same shall be published in full or summary form in the official newspaper of said Village for such purpose, together with a notice of the Village Clerk in substantially the form provided in Section 81.00 of the Local Finance Law.
Section 13. Pursuant to the provisions of Section 36.00 of the Local Finance Law, this resolution is adopted subject to permissive referendum.

The Clerk continued the discussion regarding the Village Website from July 6, 2026, Board Meeting.
Village Input:
1. Under this proposal, Next Step Digital will continue to provide required technical maintenance and support for the website infrastructure, while Village staff will manage routine content updates after documentation and training have been provided.
a. Under this scenario, Village staff will be responsible for completing day-to-day content updates to the website after training has been completed. This may include routine updates such as text edits, document uploads, image changes, page edits, and similar content-related updates.
b. If Village staff requires assistance from Next Step Digital after training has been completed, support time will be billed separately in quarter-hour increments at Next Step Digital’s standard hourly rate of $100 per hour. This may include phone calls, email support, troubleshooting, guidance, or assistance with content updates.
c. The following costs are required regardless of whether Village staff handles content updates or Next Step Digital handles content updates:
Annual Firewall: $400
Annual Hosting: $600
Monthly Platform and Plugin Updates + Backups: $1,200 per year
Required Annual Total: 2,200
Time Setup Costs
The following one-time costs apply to this scenario:

Statement of Work
This Statement of Work establishes a quarterly website maintenance retainer for ongoing day-to-day content updates requested by departments of the Village of Menands, along with the required website hosting, security, platform maintenance, and backup services needed to support the website.
Under this proposal, Next Step Digital will manage routine content updates submitted by Village departments, in addition to providing required technical maintenance for the website infrastructure.
Scope of Services
Services provided by Next Step Digital under this proposal include:

CMS content updates Minor styling adjustments
General website support requests submitted by Village departments Annual website hosting

All content update requests will be managed through an approved request system or email.
Retainer Structure
The content update retainer is structured as follows:
Monthly Value: $500
Quarterly Billing: $1,500, billed in advance at the start of each quarter Annual Total for Content Updates: $6,000
This retainer is intended for routine day-to-day website content updates requested by Village departments.

Exclusions / Project Work
This agreement is intended to cover routine day-to-day website maintenance and content updates. It does not include major enhancements, redesigns, new feature development, integrations, or projects that require significant planning, design, development, or testing.
Examples of work not covered under this agreement include, but are not limited to:
• Development of new website sections or microsites
• Major redesigns of existing pages or site layouts (such as the Sage Estates Mini Site or a homepage redesign)
• Custom functionality or application development
• Third-party software or API integrations
• Accessibility remediation or compliance projects
• Large-scale content restructuring or website reorganizations
• Any other special project that extends beyond routine website maintenance
These types of projects will be separately scoped, estimated, and approved in writing before work begins.
The intent of this maintenance agreement is to provide timely support for the Village’s ongoing day-to-day website needs, including routine content edits, document uploads, image updates, minor styling adjustments, and other standard maintenance requests, rather than larger development or redesign projects.
Overages and Special Requests
If a requested task exceeds the intended scope of the quarterly maintenance retainer, Next Step Digital will notify the Village before any additional work is performed. At that time, we will either: Complete the work at the standard hourly rate with the Village’s prior authorization or Provide a separate written proposal for larger projects requiring additional planning, design, or development.
No work outside the scope of this agreement will be performed without the Village’s review and approval.
Term and Billing
The content update retainer will be billed quarterly in advance at the start of each quarter.
Required annual costs for firewall, hosting, and monthly platform/plugin updates and backups will be billed annually unless otherwise agreed upon in writing.
This agreement is for a 6-month term and renews automatically unless terminated with 30 days’ written notice. Fees are non-refundable once a billing period has begun.

- Assembly Speaker gave the Mohawk and Hudson Humane Society 1.2-million-dollar grant.
- NYS Restore New York Grant for 90 Broadway will be completed by the next meeting.
- The new Welcome to Menands Signs will be on the agenda for the next meeting.
- The Village has been awarded $40,000.00 from Albany County to finish the repairs to the retention pond at the end of Upland Road.
- The Grant for 250 Broadway will be complete by the next meeting.
- The Village is working with the Town of Colonie to install a Cell Tower Node at the High Service Reservoir.
- Treasurer Vredenburg attended an EPA meeting.
- Working on improving the Park handicap parking plan.

- Expressed concern regarding the condition of Black Street lights on Broadway. Discussion followed.
- Advised that the trains are blowing their whistle during the quiet hours and the trench is filled and overflowing.
Clerk’s Report:
- The Clerk advised he will be on vacation July 23-28
- The EPA Get The Lead Out Team will be completing their last door to door evaluation of homes Tuesday – Thursday this week. Will be at the Concerts in the Park.
- Have not received any petitions regarding the High Service Reservoir.
Treasurer’s Report:
- The Auditors will be in next week.

In order for this time to be productive and respectful for everyone involved, it is essential that all participants adhere to the following standards of proper discipline.

- The public may only speak during the Public Comment period.
- The presiding officer must recognize speakers.
- Speakers must limit their remarks to 3 minutes.
- All remarks must be addressed to the Board as a body and not to individual Board Members

- It is reported that there is graffiti on the pavilion garage.

- Asked if 800 North Pearl can continue to use the temporary driveway after the South End Project is complete? Discussion followed.
