The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, January 7th, 2019 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Bill Garvey, Brian Marsh, John Stangle, Susan Sweeney.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey thanked DPW for fixing the stop sign at Menand Road and Rail Road Avenue.

Mr. Garvey also saw a commercial truck on Rail Road Avenue and believes NO TRUCKS signs will stop trucks from going onto Rail Road Avenue.

Mr. Garvey was impressed with Capital Roots presentation at the last meeting. He made a suggestion of using Polk-Switzer Park has a spot for a Community Garden.

They Mayor stated they would look into his suggestion at a later date.

Resident Susan Sweeney had questions for the Board regarding Risk Assessment, Risk Management and grants available to the Village.

Mrs. Sweeney asked if Risk Management was part of the Comprehensive Plan.

Mayor Grenier stated that the Comprehensive Plan was just awarded and the company is starting in January to work on the Plan. At this time, we are not sure if Risk Management is part of the Plan.

Mayor Grenier advised Mrs. Sweeney that the Village applies for many different grants. The Village uses Chazen Companies to assist with grant writing.

The Clerk advised Mrs. Sweeney that the Village has Emergency Plans to deal with many types of Emergencies and she is free to inspect them anytime she is free.

Resident Brian Marsh asked if there was anymore follow up with National Grid regarding power outages.

The Mayor stated she would have more information at the next meeting.

A motion was made by Trustee Harris to accept the minutes of the December 17th, 2018 Board Meeting, seconded by Trustee Boulet.

Trustee Nicoll made a motion to approve the Menands Police Departments SOP’s, seconded by Trustee Foley.

Trustee Harris made a motion to approve one bus at a cost of $275.00 for a field trip to U Albany for the Menands Youth Basketball Program, seconded by Trustee Nicoll.

Trustee Boulet made a motion to retain William M Wallens, Esq on retainer for the PBA and Teamsters Local 294 Union Contracts at a cost of $19,000.00, seconded by Trustee Nicoll.

Trustee Harris made a motion authorizing Mayor Grenier to sign SEQR naming City School District of Albany as lead agency in North Albany Academy School Improvements and Building Acquisition, seconded by Trustee Foley.

The Clerk informed the Board that a copy of the Town of Colonie Community Development Block Grant Annual Community Assessment Report (July 1, 2017 – June 30, 2018) is on file in the Village Office.

The Clerk reminded the Board the next meeting will be Wednesday, January 23rd due to the Martin Luther King Holiday on Monday, January 21st, 2019 and Court on Tuesday, January 22nd.

Trustee Nicoll asked the Clerk about Code Violations at 1 Bridge Road. The Clerk advised her all vehicles are legally registered.

Trustee Nicoll asked if Lyle Darmetko the Village Code Enforcement Officer could attend the next meeting.

At 6:25 P.M. Trustee Nicoll made a motion to enter into Executive Session to discuss a personnel matter, seconded by Trustee Harris.
