Board Meeting Minutes – January 6th, 2020

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, January 6th, 2020 was called to order by Mayor Megan Grenier at 6:00 P.M.

PRESENT:

Also attending: Bill Garvey, Susan Sweeney, Sue Mackay, Bill Nevins, John Stangle.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey wanted to thank National Grid for repairing a street light on Broadway.

DPW should wait until spring to fix guard rail at park.

Mr. Garvey reported a vehicle parked in front of a fire hydrant to the Menands Police Department.

Mr. Garvey thanked DPW for picking up dead animals on Brookside Avenue.

Mr. Garvey wanted to thank the residents of Menands for the support given to him over the false Facebook postings.

Resident Susan Sweeney asked about the status of reports from Liaisons. Mayor Grenier asked what she was looking for? Mrs. Sweeney stated reports of departments, activities of departments, updates and any budget revisions. Mrs. Sweeney asked about updating website.

Mayor Grenier advised the website is an ongoing process. A discussion followed.

Trustee Nicoll gave a report regarding the Youth Program: the program went 7 weeks, did several trips including a Red Sox’s game, pizza party, 4 Square is still most favorite game. Program was a success.

Brian Marsh stated that Treasurer Smith did give the Board a 6-month financial status of the Village.

Resident Bill Nevins wanted to thank the DPW for all their hard work.

A motion was made by Trustee Harris to accept the minutes of the December 16th, 2019 Board Meeting, seconded by Trustee Marsh.

A motion was made by Trustee Nicoll to approve payment for the following, seconded by Trustee Marsh.

WARRANT # 15:

GENERAL totaling $108,858.02
WATER totaling $352,840.13
SEWER totaling $ 10,150.00
TOTALS $471,848.15

PARK IMPROVEMENT: $103,958.50

PAYROLL # 15: totaling $ 98,914.38

PAYROLL # 16: totaling $ 81,853.44
(12/20/19-01/02/20)
TOTALS $180,767.82

The Treasurer request permission to transfer $59,500 from the Unappropriated Fund Balance a sum of $25,000 to A.1325.0201 and a sum of $34,500 to A.3120.0201 to cover the cost of the new file server and annual fees.

Trustee Marsh made a motion to grant permission to transfer $59,500 from the Unappropriated Fund Balance a sum of $25,000 to A.1325.0201 and the sum of $34,500 to A.3120.0201 to cover the cost of the new file server and annual fees, seconded by Trustee Nicoll.

Judge Flint explained to the Board due to Court Reform and No Bail more Order’s of Protection will be issued by the Court.

In the past New York State would enter the Order of Protections on the weekends but has stopped doing so, now it is the responsibility of each Court.

Every order must be entered into the system within 24 hours. To achieve this Judge Flint proposed to the Board that the Court Clerks get paid $70.00 a day On-Call plus time worked if called in. A discussion followed.

Mayor Grenier wanted to talk to Treasurer Smith before making this permeant.

Trustee Marsh made a motion to pay the $350.00 On-Call for the next two weekends, seconded by Trustee Foley.

Court Clerk Dube explained to the Board how the new Defendant Notification System will work with New York State.

Judge Flint told the Board he is completing his response to the NYS Comptrollers Audit Report, he will have his response for the next meeting.

Discuss the tree removal next to 30 Wolfert Avenue. Trustee ______ made a motion to remove the tree next to 30 Wolfert Avenue, seconded by Trustee ______. This issue was table until the next meeting January 21st to check to see if the trees are on Village Property.

Follow-Up by Village Clerk:

1. Garbage Truck Delivery date April 2020
2. Plow Trucks Delivery date April 2020
3. Monies used to purchase the trucks were bonded
4. Harts Lane has been paved. The goal is to pave Simmons and Canal late Spring or early Summer
5. The Firehouse outside lights have been repaired. The light in the rear driveway the wires were
burned out. All of the lights have been converted to LED.
6. 17 Lights have been reported to National Grid for repair in the month of December.
7. New Business Listing will be added to the Website

Police Department & Village Office:

1. Josh Kullman started Full Time January 1st
2. New computers and server started to be installed.

The Clerk informed the Board that a copy of the Town of Colonie Community Development Block Grant Annual Community Assessment Report (July 1, 2018 to June 30, 2019) is on file in the Village Office.

Mandatory Training is scheduled for January 22nd 10 AM; 1 PM; 6 PM Comp Alliance, Frank & Don.

Mayor Grenier advised the Board that Lyle Darmetko, Eric Johnson and Don Handerhan have been working on updating the Building Department Forms and will be available on the website.

Mayor Grenier the following Board meeting dates will need to be changed;

January 21st Martin Luther King Day
February 18th Presidents Day
May 11th NYCOM
September 29th NYCOM & Yom Kippur

Trustee Marsh stated he is very pleased with the new street lights in the Sage Hill Area.

John Stangle asked if there was a water report with the amount of lost water? The Clerk advise he has not seen the water report yet.

A motion was made by Trustee Harris to adjourn, seconded by Trustee Marsh.
