Matt Rodger from LaBella and Dr. Wusheng Yin from YINCAE Advanced Materials, LLC continued the discussion regarding the Special Use Permit for 93 Broadway. Discussion followed.

Brendan Kennedy of BST & Co. CPAs, LLP, the Villages’ auditors, reviewed the Villages’ 2024-2025 financial audit of the Village Funds that they recently completed. Gave recommendations to improve the Village’s Funds. Brendan Kennedy answered all the Board’s questions.

John Cossman of VDO Gaming led a discussion regarding holding a Summer Camp at VDO Gaming at 90 Broadway. Discussion followed.

Mayor Marsh advised that the Village will be receiving $1,092,000.00 for Congressman Tonko to be used for additional work to the South End Project. Ted Donner from LaBella explained the additional work will be adding water lines to Pawling and Hampton streets. Discuss followed.

Mayor Marsh led a discussion regarding ending Dumpster Rentals. After a discussion with Superintendent Mike Hagmann, it was recommended to end Dumpster Rentals due to the following reasons:
1. More than 50% of dumpster rentals last season have caused problems
2. Paint, construction debris, concrete that was so heavy the dumpster sunk into the driveway
3. Lithium battery toys which sparked a fire last year
4. Dumped 6 toilets into the dumpster
5. Debris from a roof replacement
The Village Board decided to discontinue dumpster rental effective immediately.
Mayor Marsh led a discussion regarding changing Special Pick Up to only once a month. Discussion followed.
The Village Board has approved a change to the Special Pickup schedule. Beginning April 1, 2026, Special Pickup will occur once per month on the 2nd Wednesday of each month.
If the scheduled pickup falls on a holiday, Special Pickup will be conducted on the following Wednesday.
Marsh led a discussion regarding raising the Park Rental fees for this season. The current rental fees do not cover cost of DPW staff cleaning and restocking the bathrooms. Discussion followed.
After a discussion, the Village Board decided to table until March 2, 2026. Park Rentals will now start March 16, 2026.
Mayor Marsh led a discussion regarding the results of the Village Speed Study that Creighton Manning has completed to lower the speed limit to 25 MPH. Discussion followed.
John Finelli of Creighton Manning will be attending the March 2, 2026, to present the Speed Study.
Mayor’s Report:
1. Paul Tonko gave $1,092,000.00 for South End Project.
2. Mayor will be attending the State of the County.
3. The Village has received the draft of the Mood’s Investor Profile.
4. The HRA for last year the Village spent $46,000 and saved $93,000.
5. The insect spraying at Ganser Smith Park will be paid for by Sam Grant.
6. Saturday February 20, 2026, The Market will be holding Steve Caporizzo’s Pet Connection
Trustee’s Report:
Neuman:
1. Menands Library no longer has digital lending.
Kalogridis:
1. Fish Fry’s will start on Friday until March 6, 2026.
2. Village of Colonie has fee schedule for inspection of rental units.
Lane:
1. Block Grant must be in by end of the month.
Harbour:
1. Auxiliary will be holding bake sales during the Fish Fries.
2. PTA Pancake Breakfast on Saturday February 28, 2026.
3. Little League registration to begin on February 17, 2026.
Clerk’s Report:
1. Park Rentals begin Monday, March 2nd.
2. The Safety Trailer went up on Auctions International on February 12th.

I got important Village topics to deal with as follows:
- Change White to Yellow diamond symbols on Glenwood Rd
- Who maintains shrubs on Brookside and Menand railway crossings CPR or Menands
- He supports Special Use Permit for 93 Broadway
- Requests VB pass and enforce ordinance for NG to clear weeds, brush and yellow marker sticks annually
- Requesting DPW remove branches covering street light markers on Harts Lane
- Pass and enforce law ordering National Grid clear high voltage towers of brush & weeds
- He donated a box of paper clips to Village Office
- Summer 2026 he wishes to personally plant hemlock or spruce tree in Ganser Smith Park
- He still sweeps up road salt, leaved & debris in front of Police Dept
- He supports the proposal to spray for ticks and mosquitos
- He proposes all-natural tick and mosquito control svc for Polk Switzer Park
- He would like to see Farmers Market registered as Important historic site
- He supports reservoir replacement. Apply for state money grants
- He wishes to plant a hemlock or spruce tree in Ganser Smith Park
Resident Diane MacFarland expressed concern about changes to Special Pickup. Discussion followed.
Mayor Marsh advised the Board the budget will be available before the March 2, 2026. Tentatively the Budget Workshop on Thursday March 19, 2026, at 5:00 PM.
