The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, February 3, 2025, was called to order by Mayor Brian Marsh at 6:00 P.M.

Mayor Marsh gave an update on the Village owned property on Glenwood Road. The Mayor would like to hold Public Comment on February 18, 2025, at 6 PM.

Mayor Marsh gave an update on the South End Water Sewer Project. The project is ready to go out to bid. Discussion followed.

Mayor Marsh led a discussion regarding installing a camera system to the DPW garage. The system will be cost $8,800.00 Discussion followed.

The Clerk advised that the following policies have been reviewed by the Village Board and need approval: Bloodborne Pathogens, Cell Phone, Fuel, Release of Firefighters, and Reimbursement policies. Discussion followed.

The Clerk advised that the resolution for 384e retirement system that the Board approved NYS Retirement is requesting a new resolution. The cost of the 384e retirement system for the Police is $209,470.00. Discussion followed.

Mayor Marsh led a discussion regrading the Menands Village Court. The are concerns regarding the operation of the Village Court and the cost to taxpayers. The Mayor requested a special meeting of February 12, 2025, at 5 PM.

Mayor Marsh led a discussion regarding applying for the Community block grant to assist with ADA compliance at 250 Broadway. Discussion followed.

Mayor’s Report:

  1. Sales Tax was $100,000.00
  2. Gave update on health insurance through Albany County
  3. Treasurer Vredenburg and Mayor are working on the budget
  4. Department heads will be presenting their Budget requests on February 18, 2025, Broad Meeting
  5. Tuscan Bakery is now open for business
  6. National Grid gas main replacement on Wolfert Ave. is scheduled to begin in March.
  7. The Mayor signed the agreement with NYSERDA to receive $175,000.00 grant.
  8. Menands Monthly will be sent out in March.
  9. Albany County Wastewater plan has been agreed on by DEC. Work will now begin to upgrade their system.
  10. CDRTC survey is available for comments.
  11. Town of Colonie 2025 plan survey is also available.

Trustee’s Report:

Harbour:

  1. Monday, February 10, 2025, School Board Meeting and Budget Workshop.
  2. High School Transportation registration is now open.

Harris: Story Walk is open during the winter months

Kalogridis: Asked about status of Dumb Waiter repairs. Clerk advised still waiting on Otis Elevator.

Lane: No Report.

General Comments:

From Resident Bill Garvey:

  1. On December 26, 2024, at 5:15 PM the front door to the Police Department was open. He reported the Police.
  2. While at the Menands True Value found a Fire Extinguisher being blocked he reported it to a store employee.
  3. Recommends that all roof repairs use synthetic rubber.
  4. Proposes a Privately owned Inland Fish Farm.
  5. While at the Farmers Market a Christmas Tree was blocking the AED.
  6. Supports the Broadway project but has his own plan.
  7. Propose a pocket park at Canal and Irving
  8. Would like to see all Village Owned Fire Hydrants be sandblasted and repainted.
  9. Would like to see the Ron Miller waterfront recreations Facility between Exit 6 & 7.
  10. On 12/29/24 a Train went through the Village at 7:30 without blowing it whistle.
  11. Would like to see the Village lower speed limit to 25 MPH.
  12. He has picked up trash barrels that have blown over due to wind.
  13. Supports fixing Simmons Lane.

Resident Mike MacKay will court information be available online prior to Special Meeting? The Mayor advised yes it will be. Mike also asked if the Mayor could go back further than 2 years for Court Financials? Discussion followed.

Resident Lisa Neuman asked why the policies were not online. Discussion followed. Lisa also asked about why the Police Department is switching Retirement Systems? Discussion followed. She also asked about which tier s the Police Officers are in Discussion followed.
