At 6:00 PM on Monday February 1st, 2021 Mayor Meg Grenier read the following statement: this is the Village of Menands Board of Trustees, semi-monthly meeting. I am Mayor Meg Grenier and as it is 6:00 o’clock, I will call this meeting to order. For anyone outside the village staff who is attending this video conference, I would ask if you would please identify yourselves, Steve Boulet, Renee Liquire, Bill Nevins, Eric Johnson, John Stangle. The Mayor asked them to mute their microphones.

Mayor Grenier then did a roll call of Village staff: Deputy Mayor Aileen Nicoll, present, Trustee Seth Harris, present, Trustee Diane Foley, present, Trustee Brian Marsh, present, Clerk Don Handerhan, present, Village Attorney Steve Rehfuss, present, Fire Chief Mike Steurer, present. On behalf of the Village Board, I would ask all residents that we please keep our First Responders, all essential workers and those affected by this pandemic in our thoughts and prayers.

Pursuant to Governor Cuomo’s executive order number 202.1 issued on March 13th, 2020: Suspending article 7 of the public officer’s law, to the extent necessary to permit any Public body to meet, and take such actions authorized by law that allowed the public to not be physically present at the meeting, but allow the public to listen to or view such meetings via teleconference call or video conference, while recording and later transcribing of the meeting. Village of Menands Board of Trustees semi-monthly meeting is being held via Google Meets video conference to protect Public Safety and Welfare during this COVID-19 pandemic. In an effort to conduct this meeting effectively we asked those in attendance to please mute your microphone during the meeting. As we are conducting only essential business during tonight’s meeting, there will be no public comment. Any comments previously submitted to Clerk Handerhan prior to the meeting and deemed essential will be read into the record. Governor Cuomo has extended executive order number 202.1 through February 22nd, 2021.

The Clerk advised the Board if they wanted to increase LOSAP for the Fire Dept. a referendum would need to be approved by the Board by April 15th, 2021 to be placed on the June 15th, 2021 Election. A discussion followed. After the discussion it was decided that Village Attorney and Clerk Handerhan would draft a referendum for the next meeting.

Fire Chief Mike Steurer want to get approval for items he discussed at the last Board Meeting.

Purchases of the following items:

7 pair of structure fighting gloves at a cost of $573.88
7 structure fighting hoods at a cost of $240.17
15 pagers at a cost of $5,899.25 under State Contract

Trustee Harris made a motion to approve the purchase of 7 pairs of gloves at $573.88; 7 hoods at $240.17; and 15 pagers at $5,899.25 under State Contract, seconded by Trustee Marsh.

Trustee Marsh explained that the property located at 32 Wolfert Avenue is 36 feet by 100 feet and on a slope. Trustee Marsh does not believe this is a buildable lot. The DPW Dept is responsible for the maintenance of the property with mowing and clearing sidewalk. A discussion followed and tabled to next meeting the Clerk will ask Mike Hagmann, DPW Foreman for input.

Mayor Grenier read a letter from Dianne MacFarland regarding holding Elections and the Primary in the Village Hall. A discussion followed.

Memorandum 1/31/21

TO: All Menands Village Board Members

While driving or walking on Brookside Avenue, I noticed and observed 1 red – white sign saying Do Not Enter by which it is posted on southwest side of our Village Firehouse is fading red – white paint. I urge our Village Board to please pass a resolution authorizing our DPW to replace the current red-white Do Not Enter sin with 1 new red and white Do Not Enter sign on southwest end of Menands Firehouse during spring or summer of 2021. This project needs to be done for general welfare, public safety and quality of life reasons. I already reported this problem to Clerk D Handerhan in late December 2020.

While I thank the Menands Police for stepping up their patrols at basketball courts in both Ganser-Smith and Switzer-Polk Parks to be sure that people who use basketball courts in both parks to please clean up after themselves when they get done using basketball courts, but some basketball court users are still clutering up basketball courts with litter. This issue is health, welfare, environment, public safety + quality of life hazards. Im requesting that our DPW Crew put up 2 aluminum signs saying No food or drinks permited at basketball courts at both of our village parks. We like to have our parks to be clean, healthy and safe for everyone.
