The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, December 19th, 2016 was called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.
Open Forum:
Resident Bill Nevins thanked DPW for the great job they do all year long.
He had concerns about Van Rensselaer Blvd Roadwork Project – he has not heard back from NYS DOT but other residents have heard back. The Mayor responded to Mr. Nevins.
Resident Brian Marsh thanked DPW for the great job on the leaves and throughout the year.
Brian brought up a question about the water fund transfer requested by the Treasurer. The Mayor and Treasurer responded a discussion followed.
Brian asked the Board when new traffic lights at Rte 378 and Van Rensselaer Blvd would be put in service. During the last snow storm traffic was backed up to Northern Blvd. A discussion followed the Mayor will contact NYS DOT.
A motion was made by Trustee Nicoll, seconded by Trustee Harris to accept the minutes of the December 5th, 2016 Board Meeting as amended.

The Treasurer asked the board to approve the following resolution: A resolution authorizing the Treasurer to transfer $85,000 from the General Fund Unappropriated Account to account A.5110.0438 Street Paving, to cover the cost of the annual paving projects. This was a planned expense after the budget was approved. Trustee Boulet moved, seconded by Trustee Harris a resolution authorizing the treasurer to transfer $85,000 from the General Fund Unappropriated account to account A.5110.0438 Street Paving, to cover the costs for the paving projects for this fiscal year 6/1/16 thru 5/31/17.

The Clerk explained that the Wastewater Infrastructure Engineering Planning Grant application for the South End Infiltration and Inflow Study was not approved by DEC.
Mayor stated still working with engineer for additional funding.
The Clerk advised the Board on December 8th, 2016 Officer Paul Stone was awarded the Guy J. Barringer Community Service Award by the Albany County Stop DWI Program for his 55 DWI arrests.
The Clerk advised the Board that the Community Development Block Grant Annual Report will be on file in the Village Offices.
The Mayor shared with the Board an anniversary book she received from Bethany Presbyterian Church that Village Historian Kevin Franklin assisted with.
At 6:27 P.M. Trustee Harris made a motion, seconded by Trustee Foley to enter into Executive Session to discuss a legal matter.
