The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, December 15, 2025, called to order by Mayor Brian Marsh at 6:00 P.M.

The Mayor led the Pledge of Allegiance and stated he is recording this meeting.

Mayor Marsh Presented the following Proclamation to Sheila Hyatt for years of service as Editor of the Menands Activities.

PROCLAMATION
HONORING SHEILA HYATT

In recognition of outstanding dedication, exceptional performance, and unwavering commitment to excellence, we proudly present this proclamation to Sheila Hyatt.
WHEREAS, Sheila Hyatt has faithfully served as the Editor of the Menands Activities since July 2006;
WHEREAS, in her role as Editor, Sheila Hyatt personally copied, folded, stuffed, and stamped more than 1,200 envelopes for each mailing. Over her 19 years of service, she has mailed out over 580,000 copies of the Menands Activities, ensuring timely communication for our residents;
WHEREAS, Sheila Hyatt is a pillar of the community, serving as Secretary of the Menands Fire Department Auxiliary, Secretary of the Menands Senior Citizens Club, and as an active member of the Menands St. Patrick’s Club;
NOW, THEREFORE, I, Brian Marsh, Mayor of the Village of Menands, do hereby proclaim that Sheila Hyatt is recognized as an exemplary individual whose extraordinary service, dedication, and community spirit have profoundly enriched the Village of Menands and the lives of all who reside here;
IN WITNESS WHERE OF, the Village of Menands hereby extends its deepest appreciation and gratitude to Sheila Hyatt for her outstanding contributions and unwavering commitment to our community.

Trustee Lane made a motion to approve payment of all transfers, seconded by Trustee Kalogridis.

Mayor Marsh advised the Board the Village has received the following quote from Precision Safe Sidewalks:

At the request of Brian Marsh for the Village of Menands, Precision Safe Sidewalks Has agreed to provide sidewalk resurfacing services on repairs to meet the standards of the Village of Menands, which are greater than the standards of OSHA. Our scope of work will include using a diamond cup wheel to increase the coefficient of friction by adding micro striations on the original repaired sidewalk panels at 149 locations. We propose resurfacing 149 locations for $4,000.
Precision Safe Sidewalks can complete the work in as few as 2 workdays with 2 technicians. While the sidewalk restoration project is underway, we will:
 keep the sidewalks in service
 require no heavy equipment or traffic control
 remove all debris and recycle the concrete waste materials
 leave the repaired areas with additional striations from the diamond cup wheel
Please note that our assessment also identified approximately 25 square feet that cannot be repaired, shown in Exhibit C. The hazards shown in Exhibit C require demolition and replacement (D&R), which our company does not provide. Discussion followed.

Mayor Marsh gave an update on the South End Project.

Mayor’s Report:
1. UPS is temporarily rent the parking lot at 179 Broadway for the Holiday season.
2. A letter is going out to the residents who have grinder pumps that Village maintains outlining what is the Village’s responsibility and what is the resident’s responsibility.
3. On Sunday December 21st from 1 PM -to 2:30 PM there will be a Chanukah Celebration

Trustee’s Report:

Neuman: Menands Library has many events happening in the month of December and during the Holiday Break

Kalogridis: On Saturday December 20, beginning at 10 AM the Fire Department will be with Santa as he travels throughout the Village. The Fore Department will also be collecting Toys for Tots.

Lane: Steven Harbour donated his collection of Menands Activities to the historian. The Historian has a new email Historian@menandsny.gov

Harbour:
1. School will be closed for 2 weeks for the Christmas Holiday.
2. Thanked the Seniors for the Christmas Party

Clerk’s Report:
1. The Village Office will be closing at 2 PM on Christmas Eve and New Years Eve
2. The Village Office will be closing at 12 PM on December 26, 2026

Treasurer’s Report: No report

General Comments:

TO: All Menands Village Board Members

I got some important Village items to report as follows:

  1. He agrees the Village should be treated justly in a fair and equitable matter by the Town of Colonie regarding the Town’s sewer rates.
  2. He supports replacement of Fire Department doors with steel roll up doors, how many, doors 1 or 2?
  3. He agrees with Tim Lane regarding replacement of signs on Irving Place with new signs and posts
  4. He has been requesting replacement of signs and posts on many Villages Streets
  5. The right honor Mayor B Marsh you just received notice letter by which you will get 5 letters of concern and importance from me during early 2026
  6. He supports and urge the Village to clean the storm drain on Cornell Drive
  7. He agrees with Molly Harbour issue of setting fireworks off on Tillinghast Avenue. He requests the Board enact and enforce Village Ordinances forbidding fireworks in any part of the Village
  8. He feels the stop sign for Davis Pines should be on its own post and not on the utility pole
  9. He agrees with Molly Harbour’s concerns regarding flooding from railroad tracks on Menand Road. Who will be responsible for dealing with the flooding? Will this problem be dredge?
  10. He observed a fire hydrant on MacDonald Circle still partially covered by brush and weeds. He cleaned the hydrant of weeds and brush and informed the Menands Police and Clerk Handerhan dealing with this topic.

Resident Diane MacFarland asked if there is a local law regarding residents removing snow from their sidewalks. Discussion followed.

At 6:21 P.M. Trustee Lane made a motion to enter Executive Session to discuss a Personnel Issue, seconded by Trustee Harbour.
