The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, December 1, 2025, called to order by Mayor Brian Marsh at 6:00 P.M.

The Mayor led the Pledge of Allegiance and stated he is recording this meeting.
Mayor Marsh Presented the following Proclamation to David Glatz for years of service to the Mohawk and Hudson Humane Society:
PROCLAMATION
In recognition of outstanding dedication, exceptional performance, and unwavering commitment to excellence, we proudly present this proclamation to David Glatz.
WHEREAS, Dave Glatz, Facilities Director, has been employed by the Mohawk Hudson Humane Society since 1981, and after 44 incredible years of service, we celebrate a true legend whose impact has shaped the very foundation of the organization; and
WHEREAS, through snowstorms, leaky pipes, new buildings, scared animals, and thousands of small moments in between, Dave has been on a never-ending mission to ensure the shelter remained safe, warm, and welcoming for every animal and every person who entered its doors; and
WHEREAS, although his work was often behind the scenes, it was essential carried out with kindness, passion, and a deep love for the mission. The full number of lives he has touched may never be known, but the animals felt it, and so did every member of the community; and
WHEREAS, as Dave Glatz steps into a much-deserved retirement, the Village of Menands extends heartfelt appreciation for his dedication, his compassion, his decades of service, and for helping to build not just a shelter, but a home;
NOW, THEREFORE, in witness whereof, we, the Village of Menands, do hereby extend our sincerest appreciation and gratitude to David Glatz for his outstanding service, dedication, and exceptional performance.

Brendan Kennedy from BST, the Villages’ auditors gave the results of the 2023-2024 audit. Discussion followed.

The Clerk led a discussion regarding a request from WNYT asking for a Handicap Parking Spot in front of the station near their side door. Discussion followed.
Request for a Handicap Spot on N Pearl Street in front of WNYT
Hi Don, thank you for assisting with our handicapped parking request. The white car in the picture marks the preferred location (North Pearl/Bob Kovachick Way). Besides requesting a handicapped signpost, I would also like to request a painted handicapped logo on the road once all street work is completed. Mayor Marsh led a discussion regarding adding Door Access Control to the Record Room Door and Main Pump Station at a cost of $2,525.00.

Trustee Lane made a motion to approve a Door Access Control for the Record Room and Main Pump Station to be installed by Diagnostic Services and Installation at a cost of $2,525.00, seconded by Trustee Harbour.

Mayor’s Report:
- The Holiday Train was successful. Discussion followed.
- The annual Tree Lights in the Park was a success.
- Mailworks purchase of 5 Elmwood Rd has fallen through. They are looking at different properties.
- 5 Elmwood Rd Property maintenance issues are being dealt with.
- Leaf Machine will stop on December 12, 2025.
- The December issue is out.
- The Mayor attended a meeting Affordability at HVCC with Senator Ashby and Assemblyman Steck.
- Regeneron will be building a manufacturing site in Halfmoon but will continue to have their training site in Menands.
- Dancing in the Woods will be Saturday at the Riverview Center,
Trustee’s Report:
Neuman: The Menands Library will be closed on Tuesday dure to the snow.
Kalogridis: A Police Car was parked on RT378 for 34 hours today.
Lane: Gave an update on work that the Historian has completed
Harbour:
- Seniors Christmas Party will be on Thursday
- There will be Picture night and Parent’s night out
- Board of Education meeting
- The Soccer Club went undefeated this year
- The sidewalk on Menand Road is still a problem. Discussion followed.
Clerk’s Report:
- The Holiday Train was a success
a. Close to $1,000 was collected for the Secret Heart Food Panty.
b. A trailer was filled donated foods.
c. Half of the food was donated to the Menands School Food Pantry the other Half was delivered to the Secret Heart Food Panty.
d. Want to thank DPW for helping deliver the food.
e. Sheila Hyatt has retired from her position as Editor of the Menands Monthly. Jason Carnegie will be taking over as Editor of the Menands Monthly.
Treasurer’s Report: No report.
General Comments:

I got my own report dealing with important Village items as follows:
- Thanked Clerk and DPW for repairing the short door in lobby at 250 Broadway
- Thanked DPW for repairing the alarm in men’s room by Pavilion building
- He’s delighted that the hydrant on Glenwood & Broadway has been cleared of weeds
- He donated plastic containers to the Fire Department
- He attended the wreath laying for President Chester A Arthur 21st president.
- He attended the Albany Co grant awards ceremony -Menands received a grant for Parks Improvements + other recreational projects
- He thanked the Board for approving Special Use Permit for 5 Elmwood Road
- The fire hydrant at Amity Temple property is covered with brush + weeds
- He did cleanup work at Ganser Smith Park
- He’s happy that the paper towel dispenser at LL area has been replaced
- A stop signs on Clifford and Davis Pines is posted on a utility pole #8A sign should not be on utility pole
- He cleaned cobwebs and leaves from lobby at 250 Broadway
- He heard the train blowing whistle around 4:30 AM between Broadway, Bridge + Cemetery Avenues
- He thanked DPW for repairing ruts from west Brookside Avenue
Resident Mike Steurer asked why only the Fire Department has to go the Board to make purchases? Discussion followed.
Resident Mark Carnegie Thanked the Mayor for putting out the notice regarding the upcoming snowstorm.
