Board Meeting Minutes – August 1st, 2016

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday August 1st, 2016 was called to order by Mayor Megan Grenier at 6:00 P.M.

Paul Reuss, Exec Asst to Mayor

ABSENT:

Steve Boulet, Trustee
Seth H. Harris, Trustee

Also attending: Bill Garvey, Brian Marsh, Diane Brunelle, Kirk Montanye, and Paul Cooney.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey asked when the vote for proposed Local Law # 5, “Smoke Free” parks, would take place. The Mayor responded.

Mr. Garvey also requested information on 315 and 311 Broadway. The Code Enforcement Officer responded.

Bill informed the Board that while sitting up in the Pavilion on July 24th, he noticed a light on in the restroom and informed the Menands Police Department who responded to his concern.

He asked if the proposed law, Banning Junked Vehicles, had passed. The Mayor said that Trustee Harris withdrew his motion.

Resident Kirk Montanye asked if the Board knew who was purchasing Mid-City Center Shopping Plaza.

Kirk said that there is a dead tree in the Middle of Polk-Switzer Park.

He also reported that the 4th street light on Glenwood Road is not working.

Mr. Montanye asked about the lot next to Price Chopper. Mr. Reuss responded.

Kirk also informed the Clerk that the June 20th Board Minutes were still not posted to the website.

A motion was made by Trustee Nicoll, seconded by Trustee Foley to accept the minutes from the July 18th, 2016 Board Meeting as amended.

A motion was made by Trustee Foley, seconded by Trustee Nicoll to approve payment for the following:

WARRANT # 5:

GENERAL totaling $ 61,118.50
WATER totaling $109,779.97
SEWER totaling $ 813.15
TOTALS $171,711.62

PAYROLL # 4 totaling $100,427.55

Trustee Nicoll introduced Proposed Local Law # 6 of 2016 and amendment to Chapter A172 of the Menands Village Code adding new section A172-4, seconded by Trustee Foley.

4. The Village may require an applicant to deposit in escrow a reasonable amount established by the Village to pay for fees and/or costs of any engineer, consultant or attorney designated or hired by the Village to review any application for a building permit, site plan review or approval of such application. The fee and/or costs charged by such engineer, consultant or attorney in connection with such review will be charged against the sum deposited in escrow. Any amount held in escrow will be at the sole discretion of the Village. Any amount remaining shall be returned to the applicant within 45 days of final action on the application.

The public hearing for proposed Local Law # 6 of 2016 is scheduled for Monday, August 15th, 2016 at 6:00 P.M. with the regular meeting to follow.

The Mayor reported that the Village received another letter of support from Congressman Tonko for the south-end infrastructure project.

A resolution by Trustee Nicoll, seconded by Trustee Foley for Sgt Ryan St. Gelais who has applied for the Criminal Justice Program to be reimbursed as long as the conditions of the union contract are met.

The Clerk reminded the Board of the 92nd Annual Village Picnic, Wednesday, August 17th starting at 5:00 P.M. (rain date Thursday, August 18th).

The Clerk reminded the Board of the NYCOM Fall Training School to be held Monday, September 12th – Friday, September 16th at the Hilton in Saratoga Springs let Cheryl know if you are interested in attending.

At 6:14 P.M. Trustee Nicoll made a motion, seconded by Trustee Foley to enter into Executive Session to discuss a legal matter.

The regular meeting reconvened at 6:40 P.M.

A motion was made by Trustee Nicoll, seconded by Trustee Foley to adjourn.
