The regular semi-monthly meeting of the Board of Trustees of the Village of Menands was held on Monday, August 19, 2019 and called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey thanked DPW for the hard work they do.

Resident Garvey recommends not planting yellow pine trees.

Resident Nicole Keough and Stephanie Else of 21F and 21E Louis Avenue had complaints about the 444 Broadway property. They complained about over growth, garbage, needles, inappropriate behavior and people urinating behind the building. They have attempted to make contact with the owners but they do not respond back. A discussion followed.

This vote to accept the minutes of the August 5th, 2019 Board Meeting was tabled due to lack of a quorum and rescheduled for the September 3rd, 2019 Board Meeting.

A motion was made by Trustee Marsh to approve payment for the following, seconded by Trustee Nicoll.

Eric Johnson from Chazen explained the need for the following repairs to Wards Pump Station. The Wards Booster Pump Station on Broadway is critical water distribution system infrastructure and supplies the southern and western portions of the Village. The station includes two pumps which, by design, typically operate one at a time for redundancy. In the event of a pump or motor failure, one pump can be removed from service for repair while the remaining pump satisfies demand. One of the pump motor starters has failed rendering one of the pumps inoperable. The motor starter is obsolete, repair parts are difficult to obtain, and repair is costly. Avanti Control Systems evaluated the motor control system and recommended installing variable speed drives to replace the obsolete motor starters. Electrical upgrades are also needed to replace corroded conduits.

The following quotes were received for repairs to the Wards Pump Station:

Emmons Pump & Control, Inc. $19.800.00
Avanti Control Systems, Inc. $24,600.00

Trustee Marsh made a motion to approve Avanti Control Systems, Inc. for repairs to the Wards Pump Station in the amount of $24,600.00, seconded by Trustee Nicoll.

Eric Johnson from Chazen explained the need for the following repairs to Sage Hill Pump Station. Similar to the Wards Booster Pump Station, the Sage Hill Pump Station is designed to operate with two pumps for service redundancy. Both pumps have experienced a decrease in performance with lower than desired discharge pressures. Siewert Equipment evaluated the performance issue and determined that the check valve and/or the gate valves are causing unexpected pressure loss and recommended valve replacement on both pumps.

To perform this work, water service will be interrupted for approximately 4-6 hours. Effected residents will be notified in advance of the service interruption.

The following quotes were received for repairs to the Sage Hill Pump Station:

Trustee Marsh made a motion to approve Siewert Equipment for repairs to the Sage Hill Pump Station in the amount of $9,196.00, seconded by Trustee Nicoll.

The Treasurer is requesting that the resolution approved at the annual meeting naming the Village’s depositories be amended to include the Green County Commercial Bank as an authorized depository for Village Funds. As we do have a bond thru them, and possible more with the bonds we are about to get. They appear to have some favorable rates for deposits.

Trustee Nicoll introduced the following resolution to include Greene County Commercial Bank as authorized depository for Village Funds, seconded by Trustee Marsh.

The Clerk reminded the Board that the next Village Board Meeting is scheduled for Tuesday, September 3rd, 2019 due to the Labor Day Holiday on Monday.
Trustee Marsh informed the Board that the energy partnership which Colonie is involved with the Village of Menands does not qualify for their assistance the Village may qualify for a different program.
Mayor Grenier suggested that Trustee Marsh look into it while at NYCOM because there will be energy vendors there.

Trustee Marsh gave an update that Verizon FIOS will not be coming into Menands they are working on 5G rather than FIOS at this time.

Mayor Grenier advised the Board that the Village received an invitation to Louis Menand Garden Party to be held September 19th, from 4:30 P.M. – 7:30 P.M. the price per person is $35.00 let the Mayor know if you are interested in attending.

Mayor Grenier has setup training with Nation Grid for October 21, 2019 at 7:00 P.M. It will be a Board Meeting night, but the Board will attend after the meeting. The training will be how to Deal with Gas Emergencies and National Grid. Police and Fire Departments will be in attendance.

The Village Picnic may have to be moved due to the weather. The residences will be notified.

At 6:27 P.M. Trustee Marsh made a motion to enter into Executive Session to discuss a personnel matter, seconded by Trustee Nicoll.
