The regular semi-monthly meeting of the Board of Trustees of the Village of Menands,

held on Monday, April 4th, 2016 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Bill Garvey, Paul Cooney, Brian Marsh, John Stangle, Brian Franklin, Mike Steurer, Lyle Darmetko, Anne Brockenauer, Don Hoffman, Rick Carlstrom, and Chuck Anderson.

The Mayor led the Pledge of Allegiance.

At 6:00 P.M. the Mayor opened the public hearing on the proposed Local Law # 1 of 2016 Tax Cap Override authorizing a property tax levy in excess of the limit established in General Municipal Law §3-c.

The Treasurer explained the justification of why the Board should override the tax cap.

Resident Brian Marsh commented that after attending the Budget Workshop, he supports the Board overriding the tax cap.

Hearing no other questions or comments the Mayor closed the Public Hearing at 6:08 P.M.

The regular semi-monthly meeting reconvened at 6:08 P.M.

Open Forum:

Resident Bill Garvey spoke with Jim Mitchell of Menands Little League in regards to volunteering his services to the league.  Mr. Mitchell informed him that under league rules, he would be required to submit to a background check.  Bill stated that he doesn’t feel this needs to be done every year as is required.

He also said that he is very supportive of reducing the speed limit on Van Rensselaer Blvd.

Brian Marsh asked if there was any update on the Van Rensselaer Blvd Water Project.  The Clerk responded.

Resident Don Hoffman, Rick Carlstrom and Chuck Anderson from the Sky Hollow area of Menands asked for an update on the property at the corner of Sky Hollow and Van Rensselaer Blvd.  The Village Attorney addressed their concerns as well as resident John Stangle’s concerns.

Mr. Stangle asked if there was an update on the Village Website.  The Mayor and Trustee Boulet responded.

A motion was made by Trustee Harris, seconded by Trustee Foley to approve the minutes of the March 21st, 2016 Board Meeting with changes to attendance.

A motion was made by Trustee Harris, seconded by Trustee Boulet to approve the Local Law # 1 of 2016 Tax Cap Override.

Trustee Boulet made a motion, seconded by Trustee Foley to transfer the old Firehouse Software to the new Firehouse Software and to approve the five year contract at $2,379.00 per year.

Trustee Foley made a motion, seconded by Trustee Harris to amend the Site Plan Approval for the Dutch Village IV Project.  A review of the NYS Building Code per section 1107.6.1.1 indicates that the correct distribution should be as follows:

Trustee Harris made a motion, seconded by Trustee Foley to approve the preventive maintenance agreement proposed by Dwight Plumbing & Heating, Inc for $2,900.00 beginning May 1st, 2016 through April 30th, 2017.

Trustee Harris made a motion, seconded by Trustee Boulet to approve the CCTV Inspection of 2,600 feet of pipe for parts of Route 378, Menand Road and Broadway for $2,600.00.

The following bids were received for the 2006 Chevrolet Tahoe VIN#1GNEC13Z86R150866 (w/approx 87,900 miles) as is, retired by the Menands Police Department:

The Treasurer discussed the need for an increase in the Water Rates after which Trustee Harris moved, seconded by Trustee Foley a resolution increasing the water rates by 5% beginning with the May 1, 2016 billing period.

Trustee Harris made a motion, seconded by Trustee Foley to approve proposal for the review and update of the Menands Fire Department Standard Operating Guidelines to     C & L Inspection and Consulting Services, LLC for $3,800.00.

Trustee Boulet reported that he was working with the State to keep our parks tobacco free.

The Mayor said that there was a letter going out to all residents to notify them that a telecommunications facility will be installed in the Town of Colonie.

The Mayor also stated that, as a resident suggested, we should review the resident’s water usage.  Trustees Harris and Foley will work with the Deputy Treasurer. John Stangle suggested that they should look at the work that former Mayor John Bishop and Former Trustee Hagmann previously did.

Trustee Foley received information on how a municipality receives electronic payments that she will share at a later date.

Dumpster reservations started Friday, April 1st, 2016 at 8:00 A.M.  There is a $75.00 weekly rental fee – reservations run Wednesday to Wednesday from April 1st to October 26th, 2016.

At 7:25 P.M. Trustee Harris made a motion, seconded by Trustee Boulet to enter into Executive Session to discuss a legal matter.
