Board Meeting Minutes – April 2nd, 2018

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, April 2nd, 2018 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Bill Garvey, Brian Marsh, Bill Nevins, Jeff Masline, Mike & Karyn Steurer, Jim Long, Michael Mackay, Lyle Darmetko, Marcia Kees, Don Adams, Peter Lattanzio.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey had reported that street lights along Broadway were on during the day have been fixed by National Grid. Mr. Garvey recommends not planting yellow pine trees when the Village begins to plant trees. Also, along the railroad tracks the metal power towers are rusting and covered with plants the Village should ask railroad to replace.

Marcia Kees from SUNY stated that the public was welcome to attend the Open House regarding Comprehensive Plan at in the Village Hall until 7:00 P.M. Please complete a survey and there will be a second Open House on April 11th at Albany Loft’s at 1 Broadway.

Resident Brian Marsh commented he had suggestions for consideration of the budget that he would present to the Board following the meeting.

Resident Karyn Steurer from the Menands Junior Baseball & Softball League requesting permission to install two bleachers at the t-ball field at Ganser-Smith Park. The league will purchase, maintain and insure the bleachers. Resident Steurer also presented to the Clerk insurance certificates.

Trustee Boulet offered a resolution granting the Menands Junior Baseball and Softball League permission to install two bleachers 30” high with 3 tiers to be purchased, insured and maintained by Menands Junior Baseball & Softball League. The bleachers will be anchored to ground by Menands DPW with Menands Code Enforcement approval, seconded by Trustee Foley.

Resident Mike Mackay inquired what the possible tax rates are going to be. The Mayor stated tax increase 3.3% and tax levy $2.94, resulting in an increase of .25 cents per $1,000.

A motion was made by Trustee Boulet, seconded by Trustee Foley to approve the minutes of the March 8th, 2018 Budget Workshop.

A motion was made by Trustee Boulet, seconded by Trustee Foley to approve the minutes of the March 19th, 2018 Board Meeting.

A motion was made by Trustee Foley, seconded by Trustee Boulet to approve payment for the following:

WARRANT # 21:

GENERAL totaling $29,839.87
WATER totaling $ 3,621.83
SEWER totaling $ 1,490.79
TOTALS $34,952.49

PAYROLL # 22: totaling $89,303.26

Trustee Foley made a motion to approve Creighton Manning to oversee the Traffic Sign Implementation at $100 per hour not to exceed $5,000, seconded by Trustee Boulet.

Peter Lattanzio spoke about Menands Fire Department Standard Operating Guidelines. After speaking with the Mayor and Fire Chief Steurer there are still changes to be made before making final presentation to the Board.

The Clerk advised the Board that on April 16th Albany County Water Purification District will be in to discuss improvements.

The Mayor has scheduled a meeting with Tim Murphy for Friday, April 6th there may be a change of date for the April 16th Board Meeting.

The Mayor informed the Board that the Menands Junior Baseball & Softball League’s Opening Day will be Saturday, April 21st, 2018.

The Clerk advised the Board of complaints of conditions on the road behind Main Pump Station. After checking the tax maps, we are still unsure who owns the road.

Trustee Boulet made a motion to have Chazen research ownership of the road behind the Main Pump Station not to exceed $500, seconded by Trustee Foley.
