The regular semi-monthly meeting of the Board of Trustee of the Village of Menands, held on Monday April 1st, 2019 was called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.
Open Forum:
Resident Bill Garvey is in support of replacing the starter switch at the Main Pump Station.
Resident Garvey is also in support of the handicap railing that will be put up at the Village Hall.
Resident Garvey reported that street lights along Broadway except #56 are fixed.
Resident John Stangle asked if anything has been done to find 30% water loss reported in the Annual Water Report.
Eric Johnson from Chazen Companies replied Leak Detection found a couple small leaks that were fixed. That a number of older meters are being replaced.
Mayor Grenier stated a new code will be introduced that mandate businesses replace their meters.
A discussion followed.
A motion was made by Trustee Harris to approve the minutes of the March 18th, 2019 Board Meeting, seconded by Trustee Nicoll.

Trustee Harris offered the following Resolution and moved its adoption pursuant to Election Law § 15-104 1b “The General Election for the Village of Menands will be held on Tuesday, June 18, 2019 at which time the Village Mayor and two Trustees are to be elected for a four-year term to commence pursuant to law upon their qualifications and no earlier than July 1, 2019, seconded by Trustee Nicoll.

Trustee Harris offered the following resolution and moved its adoption:
RESOLVED, that Ruth Zabinski, Lorna McCartan, Geneva Conway, Elaine Habbinger are hereby appointed Inspectors of Election to preside at all Village Elections pursuant to Section 15-116 of the Election Law, and be it further
RESOLVED, that such inspectors of Election shall be paid at the rate of $15.00 per hour for each hour served upon audit by the Board of Trustees, and be it further
RESOLVED, that Elaine Habbinger be, and hereby is constituted and designated to act as Chairman of such Inspectors of Election, and be it further
RESOLVED, that the Village Clerk be, and he hereby is, directed to notify such Inspectors of Election of their appointment; and to direct that they shall take and subscribe the constitutional and statutory Oath of Office.
The resolution was seconded by Trustee Nicoll.

Trustee Harris offered the following resolution and moved its adoption: That the register of those qualified to vote in the forthcoming Village Election in the Village of Menands to be held at the Municipal Firehouse in the Village between the hours of 12:00 noon and 9:00 P.M. in the afternoon on June 18, 2019 shall be prepared by the duly appointed inspectors of the Election of this Village on Registration Day, June 8, 2019 and be it further
RESOLVED, that the Inspectors of Election shall meet for this purpose between the hours of 12:00 noon and 5:00 P.M. in the afternoon in the Firehouse adjoining this Municipal Building in this Village on said date, at which time and place all persons qualified to vote at such forthcoming Village Election and are not otherwise registered, may attend and register their names for such Election.
The resolution was seconded by Trustee Nicoll.

Trustee Boulet made a motion authorizing the Mayor to sign a contract naming Chazen Companies as CEO of the 712 North Pearl Street Project, seconded by Trustee Harris.

The Clerk informed the Board that the Youth Easter Party is scheduled for Saturday, April 13th, 2019 from 11:00 P.M. to 1:00 P.M. Egg hunt, face painting, Easter Bunny, games, snacks, drinks.
At 6:27 P.M. Trustee Harris made a motion to enter into Executive Session to discuss a personnel matter and a contract issue, seconded by Trustee Boulet.
