The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on January 3, 2012 was called to order by Mayor Megan Grenier at 7:00 P.M.

The Mayor led the Pledge of Allegiance.

Eric Johnson from Chazen Companies responded to questions from the Board regarding the change orders for the South Lyons Avenue Infrastructure Project.  The Board requested a map of the soil borings that were done.

OPEN FORUM:

Michael Conners questioned if the vacancy for Village Justice would be on the Special Village Election in March?  The Mayor stated that the Board had just received Judge Rowley’s resignation on January 3, 2012 and they would research the election requirements.

A motion was made by Trustee Lansing seconded by Trustee Nicoll to accept the minutes of the December 19th, 2011 meeting.

A motion was made by Trustee Lansing seconded by Trustee Mackay to approve payment for the following:

WARRANT # 15:

GENERAL totaling         $  45,580.93

WATER totaling             241,918.09

SEWER totaling                2,563.00

TOTAL                      $290,062.02

WHEREAS, the Village Of Menands Building Permit Schedule does not address Solar Energy Arrays Trustee Lansing made a motion seconded by Trustee Nicoll to amend the Village of Menands Building Permit Fee Schedule to include a fee category for Solar Array applications on Commercial Buildings.  The base fee is $100.00 for the first $1,000 and $7.50 per addition $1,000.00 of cost effective January 3, 2012.

The Board rescheduled the Public Hearing on the proposed zoning changes for 30 and 36 Wards Lane to February 6, 2012 at 7:00 P.M.

The Clerk requested that if any Board Member intends to attend the Saratoga Planning & Zoning Conference they need to let him know so he can register them.

The Clerk read a letter from Patrolman Thomas J. Johnson stating his intention to retire in December 2012.

The Clerk read a letter from Village Justice David C. Rowley stating that he was resigning his position as Village Justice on January 3, 2012.  Trustee Lane thanked him for his service to the Village.

The Board requested that Village Attorney Rehfuss research a request for a refund on water and sewer payments from the owners of 4 Oak Ridge.

The Clerk read a Notice of Claim for damage to a garage at 236 Van Rensselaer Blvd.  The claim has been forwarded to the Village Insurance Agent.

Trustee Lane made a motion seconded by Trustee Mackay to approve a Hawker & Peddlers Permit for Katherine and Dennis Stewart for a hotdog stand at Riverview Center.

Trustee Lansing offered seconded by Trustee Lane the following Resolution and moved its adoption pursuant to Election Law § 15-104 1b “The General Election for the Village

of Menands will be held on Tuesday, March 20th, 2012 at which time one Trustee will be elected for a one year term to commence pursuant to law upon their qualifications and no earlier than April 2nd, 2012.”

Trustee Lansing offered seconded, by Trustee Mackay the following resolution and moved its adoption:

RESOLVED, that the register of those qualified to vote in the forthcoming Village Election in the Village of Menands to be held at the Municipal Firehouse in the Village between the hours of 12:00 noon and 9:00 p.m. in the afternoon on March 20, 2012 shall be prepared by the duly appointed inspectors of the Election of this Village on Registration Day, March 10, 2012 and be it further

RESOLVED, that the Inspectors of Election shall meet for this purpose between the hours of 12:00 noon and 5:00 p.m. in the afternoon in the Firehouse adjoining this Municipal Building in this Village on said date, at which time and place all persons qualified to vote at such forthcoming Village Election and are not otherwise registered, may attend and register their names for such Election.

Trustee Mackay reported on the progress of the Broadblast First Call System – the next meeting of department heads will be January 5, 2012.

Mayor Grenier read a letter from the Canadian Pacific railroad thanking the Police Department for their help in policing the railroad tracks in Menands.

Mayor Grenier led a discussion on the proposed ice skating rink in Ganser Smith Park by a group of volunteers.  Questions were raised about ownership of the rink, signage and supervision.

The Clerk advised the Board about the GFOA (Government Finance Officers Association) annual conference to be held at the Marriott Hotel on Wolf Road April 3rd, 4th and 5th if interested let him know.

The Clerk reminded the Board the next meeting will be Tuesday, January 17th due to the Martin Luther King Holiday on Monday, January 16th, 2012.

A motion was made by Trustee Lansing seconded by Trustee Mackay to adjourn.
