The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on February 6th, 2012 was called to order by Mayor Megan Grenier at 7:10 P.M.

The Mayor led the Pledge of Allegiance.

A Public Hearing Amending Chapter 169 of the Menands Village Code was held at 7:00 P.M. (see attached).

A motion was made by Trustee Mackay seconded by Trustee Nicoll to accept the minutes of the January 17th, 2012 meeting as amended.

A motion was made by Trustee Lane seconded by Trustee Mackay to approve payment for the following:

RESOLUTION changing Local Law No. 3-2011 to Local Law No. 1-2012 per State of New York Department of State due to mailing date.

Trustee Lansing made a motion seconded by Trustee Nicoll to authorize the resolution changing Local Law Number and date.

Trustee Lansing introduced proposed Local Law  # 2 for 2012, in relation to amending Section 169.4 of the Code of the Village of Menands “Zoning Law and the Zoning Map” of said Village with respect to the reclassification of certain property.

Be it enacted by the Board of Trustees of the Village Of Menands as follows:

Section 1:  Section 169.4 of said law, which made the Zoning Map a part thereof, is referred to and the said Zoning Map is hereby amended by changing the district classifications and the boundaries thereof with respect to #30 (SBL: 55.13-2-14) and 36 (SBL:  55.13-2-16) Wards Lane from R-2 Single Family/Twin Villa to R-4 Multi-Family.

Section 2:  This local law shall take effect immediately upon its adoption and filling pursuant to the requirements of the Municipal Home Rule Law.

Trustee Lansing made motion seconded by Trustee Nicoll to amend Section 169.4 of the Code of the Village of Menands “Zoning Law and the Zoning Map” of said Village with respect to the reclassification of certain property.

Trustee Lane offered seconded by Trustee Lansing the following resolution and moved its adoption:

RESOLVED, that Beverly Pach, Lorna McCartan, Geneva Conway, Elaine Habbinger, and Michael Bacher are hereby appointed Inspectors of Election to preside at all Village Elections pursuant to section 15-116 of the Election Law, and be it further

RESOLVED, that such inspectors of Election shall be paid at the rate of $15.00 per hour for each hour served upon audit by the Board of Trustees, and be it further

RESOLVED, that Elaine Habbinger be, and hereby is, constituted and designated to act as Chairman of such Inspectors of Election, and be it further

RESOLVED, that the Village Clerk be, and he hereby is, directed to notify such Inspectors of Election of their appointment; and to direct that they shall take and subscribe the constitutional and statutory oath of office.

Trustee Lansing made a motion seconded by Trustee Nicoll to move the date of the Village Elections to the third Tuesday in June.

The Mayor led a discussion on adding an alternate member to the Zoning Board of Appeals and set a public hearing for February 21, 2012 at 7:00 P.M. to amend Local Law 169 Article 13 § 169-41 to provide for an alternate member.

The Clerk advised the Board that he received the Fire Inspection Services Agreement from the Town of Colonie for the year 2012 and that he needed a motion authorizing the Mayor to sign the agreement.  After which Trustee Lansing moved seconded by Trustee Lane a motion authorizing the Mayor to sign the 2012 Fire Inspection Services Agreement with the Town of Colonie.

The Clerk discussed the packet he provided the Board members concerning the Fire Departments Service Award Points List, that now need to be posted for thirty (30) days and that he needs a resolution authorizing the posting.  After which Trustee Lane moved seconded by Trustee Mackay a resolution authorizing the posting of the Service Award Certified Points List.

Trustee Mackay reported that there will be a training session for the First Call System on Wednesday, February 8th at 5:00 P.M.

It was noted that the next Village Board meeting will be held on Tuesday, February 21st, due to the observance of President’s Day on Monday, February 20th.

A motion was made by Trustee Lansing seconded by Trustee Mackay to adjourn.
