The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on December 5th, 2011 was called to order by Mayor Megan Grenier at 7:00 P.M.

The Mayor led the Pledge of Allegiance.
Ron LaBerge gave a presentation to the Board for Dutch Village for an expansion if the properties at 30 and 36 Wards Lane were rezoned from R2 to R4. He stated that there would be five (5) buildings with up to forty-seven (47) units. Mr. LaBerge answered questions from the Board and requested that they consider the zoning change.
Resident Robert Schanz questioned why per the contractor the new sub-base of East Kenmar Road was not being installed all the way to the end of the road. The Clerk will check with the contractor.
A motion was made by Trustee Lansing seconded by Trustee Mackay to accept the minutes from the Public Hearing Amending Chapter 145 of the Village Codes pertaining to Streets and Sidewalks adding Article 4 Civil Actions.

A motion was made by Trustee Lansing seconded by Trustee Nicoll to accept the minutes of the November 21st, 2011 meeting.

The Clerk reported that there will be a Municipal Finance Seminar in Glenville on Tuesday, December 13th from 6:00 P.M. to 9:00 P.M. the cost is $75.00 per person.
Menands Union Free School will host a meeting on Monday, December 12th to explain the 2% Tax Cap Law.
Trustee Mackay made a motion to purchase the Broad Blast Emergency Notification System (copy attached) at a cost of $5,000.00 seconded by Trustee Lane.

Trustee Lansing requested that Attorney Rehfuss review the Employee Handbook.
Mayor Grenier requested that the Board Members review the Employee Handbook and report any suggested changes to the Clerk.
Mayor Grenier read a Thank You letter from Sharon Murphy, William Smith and Paul Dominski on the occasion of their retirement.
Menands Fire Company and Ladies Auxiliary Christmas Party will be held Saturday, December 10th starting at 6:00 P.M. at the Fire House.
Annual Village Christmas Party will be held Thursday, December 15th at Poppy’s Place from 3 P.M. to 6:00 P.M.
Youth Organization Holiday Party will be Friday, December 16th from 6:30 to 9:00 P.M. at the Fire House. There will be Christmas Caroling and a movie “The Polar Express” and cookie decorating.
Watch for Santa’s arrival in the Village, on a fire truck Saturday, December 17th, 2011 starting in the south end around 10:00 A.M.
At 7:45 P.M. Trustee Lansing made a motion seconded by Trustee Nicoll to enter into Executive Session.
