The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on December 19th, 2011 was called to order by Mayor Megan Grenier at 7:00 P.M.

Also attending: Bill Garvey, Fred Cole, Paul Cooney, Peggy Kelly, Ron Miller, Peter Stuto, and Dennis Phayre.

The Mayor led the Pledge of Allegiance.

Resident Peter Stuto addressed the Board regarding the proposed rezoning of 30 and 36 Wards Lane.

Resident Ronald Miller asked the Board to not address the proposed rezoning of Wards Lane until the Broadway Corridor Study by Elan is completed.

Fred Cole representing the Capital District Farmers Market requested for a non-classified construction projects that the Board amend the Building Permit fee schedule as proposed by Paul Reuss.  The request was tabled for more information.

A motion was made by Trustee Lansing seconded by Trustee Nicoll to accept the minutes of the December 5th, 2011 meeting as amended.

A motion was made by Trustee Lansing seconded by Trustee Mackay to approve payment for the following:

The Mayor led a discussion regarding a change order for the South Lyons Avenue Infrastructure Project from Chazen Engineering.  The request was tabled for more information from Chazen.

The following bids were received for the proposed Waterline Infrastructure Project in the Sage Hill – Sky Hollow Area:

B & L         $201,300.00

Boswell Engineering   108.060.00

Chazen Engineering   173,000.00

Clough Harbour           120,680.00

C.T. Male           136,600.00

Fraser     94,520.00

Trustee Nicoll made a motion seconded by Trustee Lansing to accept the RFP from Frazer Associates for the engineering of the proposed Waterline Infrastructure Project in the Sage Hill – Sky Hollow area of the Village at the cost of $94,520.00.

Trustee Lansing made a motion seconded by Trustee Lane to authorize the Mayor to sign a contract with Elan Planning & Design regarding the NYS Brownfield Opportunity Area Program not to exceed $6,200.00.

The Deputy Clerk read William T. Smith, Jr.’s letter to the Board on his retirement effective midnight, December 31, 2011.  (See Attached)  The Mayor and the Board thanked Bill for his service to the Village as Clerk – Treasurer and service on the Board.

After a discussion Mayor Grenier made the following appointments effective January 1, 2012:

John T. Stangle as Village Clerk for the term of three (3) years and three (3) months to expire April 6, 2015.

Trustee Lansing offered seconded by Trustee Mackay the following resolution and moved its adoption:

RESOLVED, that the appointment by Mayor Grenier of John T. Stangle as Village Clerk of the Village of Menands for the term of three (3) years and three (3) months to expire April 6, 2015 be, and he hereby is approved.

Mayor Grenier appointed John T. Stangle as Registrar of Vital Statistics effective December 20, 2011.

Trustee Mackay made a motion seconded by Trustee Lansing authorizing the Mayor to appoint John T. Stangle as Registrar of Vital Statistics.

Trustee Lansing introduced Local Law #1 (see attached) to amend the Village of Menands Zoning Law – Mayor Grenier set a public hearing for January 17, 2012 at 7:00 P.M.

Trustee Lane made a motion seconded by Trustee Mackay to authorize up to $1,550.00 to renovate the Village Judge’s Chambers.

The Mayor reported on a request for a refund of water bills paid for 4 Oak Ridge as the water meter was never installed and no water was used.  The building is vacant.  The Mayor asked to the Village Attorney to research how for back the Village could refund for water bills.

All Christmas functions held at the Fire House were a great success.

At 8:20 P.M. Trustee Lansing seconded by Trustee Mackay made a motion to enter into Executive Session.
