Board Meeting – August 1st, 2011

The regular semi-monthly meeting of the Board of Trustees of theVillageofMenands, held on Monday, August 1st, 2011 was called to order by Mayor Megan Grenier at 7:00 P.M.

PRESENT:

William T. Smith, Jr., Clerk-Treasurer

John Stangle, Deputy Clerk

Stephen Rehfuss, Village Attorney

Paul Reuss, Exec Assist to Mayor

Also attending: Bill Garvey, Theresa Montanye, Paul Cooney, Brad Gallotta, Paul Albertine II, Kirk Montanye, and Brian Rozmerski.

The Mayor led the Pledge of Allegiance.

Theresa Montanye requested recycling containers be installed atGanser-SmithPark– DPW Foreman Tim Boyd will contact the company that makes them.

Paul Cooney reported that the Louis Avenue Survey is almost complete and he will have a report at the next Board Meeting.

Brad Gallotta thanked the Board for the opportunity to attend the Fire Training inBaltimoreand gave the Board a report on the various aspects of the training.  Mayor Grenier thanked them for attending and the report.

A motion was made by Trustee Lansing seconded by Trustee Mackay to accept the minutes of the July 18th, 2011 meeting as amended.

A motion was made by Trustee Lansing seconded byTrustee Laneto approve payment for the following:

WARRANT # 5:

The Clerk reported on the three (3) bids received for replacement windows for the Village Hall as follows:

 

Rosch Brothers                       $47,800.00

AJS Masonry                          $54,380.00

C & C Specialties                    $57,000.00

After a discussion by the Board, Mayor Grenier requests that the Village re-bid the project on a smaller scale inline with the budget.

The Clerk advised the Board of the upcoming New York Conference of Mayors Training School for City & Village Officials September 19 – 22, 2011 inSaratoga Springsand that if the Board would like to attend let him know so he can make arrangements.

The Clerk provided the Board information on the Tax Cap on Property Taxes for 2012.  The Board held a discussion on ad valorem line items and special assessments.

Executive Assistant Reuss reported on the meeting with the Colonie Chamber of Commerce and suggested that it would be beneficial for the Village to join.  A motion was made by Trustee Lansing seconded by Trustee Nicole for the Village to become a member of the Colonie Chamber of Commerce.

DPW Foreman Boyd reported on paving prices forIrving Placeand striping onMenand Road.   The following bids were received:

Luizzi Bros.                Sealcoating & Striping            $9,950.00

Harbour Roads           Paving Irving Place               $9,800.00

Harbour Roads           Striping Menand Road            $   800.00

After a discussion Trustee Lansing made a motion seconded by Trustee Mackay to accept the bid from Harbour Roads in the amount of $9,800.00 for pavingIrving Placeand $800.00 for stripingMenand Road.

Mayor Grenier led a discussion on infrastructure improvements and set a Special Meeting for Monday, August 15, 2011 at 6:00 P.M.

TrusteeLansingrequested scheduling information for the South Lyons Avenue Project.  The Clerk stated that we will set up a meeting with the residents in the area as soon as we have a schedule from the contractor.

Trustee Mackay stated that the parking restrictions onNorth Pearl Streetneed to be enforced.

Trustee Lane asked that the property next to Price Chopper be cleaned up.

A motion was made by Trustee Lansing seconded by Trustee Mackay to adjourn.
