At 6:00 PM on Monday, November 16th, 2020 Mayor Meg Grenier read the following statement: this is the Village of Menands Board of Trustees, semi-monthly meeting. I am Mayor Meg Grenier and as it is 6:00 o’clock, I will call this meeting to order. For anyone outside the village staff who is attending this video conference, I would ask if you would please identify yourselves; Renee Liquire, Steve Boulet, Bill Nevins, John Stangle, Eric Johnson. The Mayor asked them to mute their microphones.
Mayor Grenier then did a roll call of Village staff; Deputy Mayor Aileen Nicoll, present, Trustee Seth Harris, present, Trustee Brian Marsh, present, Trustee Diane Foley, present, Clerk Don Handerhan, present, Treasurer Bill Smith, present, Village Attorney Steve Rehfuss, present. On behalf of the Village Board I would ask all residents that we please keep our First Responders, all essential workers and those affected by this pandemic in our thoughts and prayers.
Pursuant to Governor Cuomo’s executive order number 202.1 issued on March 13th, 2020: Suspending article 7 of the public officers law, to the extent necessary to permit any Public body to meet, and take such actions authorized by law that allowed the public to not be physically present at the meeting, but allow the public to listen to or view such meetings via teleconference call or video conference, while recording and later transcribing of the meeting. Village of Menands Board of Trustees semi-monthly meeting is being held via Google Meets video conference to protect Public Safety and Welfare during this COVID-19 pandemic. In an effort to conduct this meeting effectively we asked those in attendance to please mute your microphone during the meeting. As we are conducting only essential business during tonight’s meeting, there will be no public comment. Any comments previously submitted to Clerk Handerhan prior to the meeting and deemed essential will be read into the record. Governor Cuomo has extended executive order number 202.1 through December 3rd, 2020.

Trustee Marsh asked if this is the normal amounts for Delinquent Taxes. Treasurer Smith explained this amount is lower than years past. A discussion followed.
The Clerk advised the Board that the Resolution for Standard Week for Elected and Appointed Officials was rejected and was advised by retirement that the resolution had to redone.
Trustee Marsh made a motion to approve the Resolution for Standard Week for Elected and Appointed Officials, seconded by Trustee Harris.

There was a discussion regarding the Health, Dental and Vision plans that will be available to Village Employees and Retirees for 2021 calendar year. After which Trustee Harris moved the following resolution concerning Health, Dental and Vision Insurance for eligible Village Employees and Retirees for the calendar year 2021 the Village will offer the following plans: the CDPHP Platinum 130 EPO CDPHP/National Plan; the current Delta Dental Plan L – PPO Comprehensive; and the current Guardian Vision Plan. On January 1st eligible employees will have a 20% employee responsibility. (Union contracts will supersede the % of employee responsibility and Health Plans). Non-Medicare retires will have the CDPHP Platinum 130 EPO CDPHP/National Plan with a retiree responsibility of 12%. They may also purchase the Delta Dental Plan, for the cost of the plan which will be added to their monthly contribution. Medicare eligible retirees will continue to be offered the CDPHP Medicare Advantage Plan with a 12% retiree responsibility. They too, may also purchase the Delta Dental Plan, for the cost of the Plan, which will be added to their monthly contribution. The resolution was seconded by Trustee Foley.

At the Village Board Meeting on 11-16-20:
There was a discussion concerning the buyout of insurance by employees. After which Trustee Marsh moved the following resolution; if an employee that is eligible for the Village’s Health, Dental and Vision Insurance decides not to take the insurance, and provides the Village Clerk with proof of insurance, than on the payroll date nearest December 1st of each year during which the employee has opted out the employee will receive a lump sum payment as follows:
For Family Coverage:
No Medical, Dental, or Vision Insurance – $2,500.00
No Medical Insurance, but with Dental and Vision Insurances – $2,300.00
No Medical or Vision Insurance, but with Dental Insurance – $2,320.00
No Medical or Dental Insurance, but with Vision Insurance – $2,480.00

No Medical, Dental or Vision Insurance – $1,500.00

The Clerk advised the Board that the pumps at Wards Pump Station are in need of repair. We received the following quotes:

The Clerk informed the Board of the plow trucks status.
Trustee Marsh gave an update on Toys for Tots donations. The Village of Menands, Menands Police and the Menands Fire Department will be collecting unopened toys. There will be a box in the lobby of the Police Department to drop-off toys. On December 5th there will be a drive by drop-off in the parking lot of the Firehouse from 10 AM to 1 PM. On December 19th the Menands Fire Department along with the US Marines will be collecting toys during the Annual Santa Detail.

- I wish to thank our Village Board for passing a resolution to name the bike connector for Ron Miller. I’m glade to hear that the Village Board done in what I urge them to name the bike connector for Ron Miller by which he has earned his honor. This is an important victory not only for me but this is also a victory for Ron Miller, his family + for our Village. Once again thank you for passing this resolution.
- On 11/4/20 while on my way out of building at Village One Apartments, I saw 1 key on the middle floor level in Building H by which probably belongs to a tenant of building H5, but I’m was not entirely sure. So, I turn the key over to the Menands Police right away + I gave them some information on the key. So, they will find out whose key it belongs to. I hope the right tenant of building H will claim it. I thank the Menands Police for doing their job.
- On 11/1/20 while driving or walking on Clifford, I observe one silver-light brown car being parked 11 or 12 feet from 1 fire hydrant by which it is on 21 Clifford Road property. According to New York State Fire + Vehicle Safety Rules + Regulations, all vehicles must park 15 feet or more away from all fire hydrants. So, I reported this problem to the Menands Police within short period of time. So, the Menands Police saw that the vehicle parked next to the fire hydrant, but the vehicle was getting out of the area as I just found out. I still like to thank the Menands Police for doing their job in enforcing Fire + Vehicle Safety Rules + Regulations dealing with parking + fire hydrants. Good Job.

Mayor Grenier advised that in lieu of the Holiday Train CP Rail will be holding a Holiday Train at Home Concert, which will stream on CP Rail’s Facebook Page on December 12th at 8:00 P.M. Donations will be given to the Secret Heart Food Bark again this year.
Eric Johnson gave an update on the Quiet Zone. All of the notices have been sent out. We expect approval from the Federal Rail Road Agency and the Quiet Zone should go into effect December 7th if everything goes as planned. The Quiet Zone will be a Partial Quiet Zone from 10:00 P.M. to 7:00 A.M.
Trustee Marsh wanted to thank the DPW Department for always doing a great job.
