The regular semi-monthly meeting of the Board of Trustees of the Village of Menands was held on Monday, August 15th, 2011 and called to order by Mayor Megan Grenier at 7:00 P.M.

Also attending: Bill Garvey, Jeff Budrow, Theresa Montanye, James Sher, Anthony Nicholas, Jay Verro, Dennis Rallatos, Paul Cooney, Ron Miller, Mike Wheeler, and Nathen Burrows.

The Mayor led the Pledge of Allegiance.

James Sher suggested that the Village Gardener wear a reflective safety vest when working on Broadway.

Bill Garvey reported that several street lights are out on Broadway; the Clerk has contacted National Grid.

Special Use Pre Application Meeting – Tony Nicholas representing Admiral Metals at 240 Broadway.

Mr. Nicholas explained that Admiral Metals was a distributor of non-ferrous metals servicing GE, machine shops and welding shops.  He stated that there would be one – two trucks between 6:00 PM and 11:00 PM and one truck during the day.  No PM employees on site, only the loading and unloading of material.  The Board asked Code Enforcement Officer Reuss to contact the company representative to clarify some of the details in their narrative to the Board.  Trusted Lane requested SEQRA be completed.

Mayor Grenier set a Public Hearing for the Special Use Permit for Tuesday, September 6th, 2011 at 7:00 P.M.

Special Use Permit Pre Application Meeting – Dennis Rallatos representing the Menands Diner at 559 Broadway stated that they proposed to reopen the Diner.  The Board has the background materials from his attorney.

Mayor Grenier set a Public Hearing for the Special Use Permit for Tuesday, September 6th, 2011 at 7:00 P.M.

A motion was made by Trustee Lansing seconded by Trustee Mackay to accept the minutes of the August 1st, 2011 meeting.

The Clerk reminded the Board of theNYCOMFallTraining Schoolto be held September 19th – 22nd inSaratoga Springslet him know if you want to attend.

The Clerk reminded the Board that the next Village Board Meeting is scheduled for Tuesday, September 6th due to the Monday Labor Day Holiday.  There was a discussion of future Board Meeting dates Trustee Lansing made a motion seconded by Trustee Mackay to move the September 19th meeting to September 26th and to cancel the October 3rd meeting.

The Clerk reported an estimate of $3,850.00 from Sears Tree Experts to trim and fertilized a tree inGanserSmithParkand removal of five (5) trees inPolkSwitzerPark.

The Clerk reported that there will be a meeting with the South Lyons Avenue Contractor and the surrounding neighbors on August 16th at 7:00 P.M. to discuss the schedule and operations of the project.

Mayor Grenier led a discussion on paving Village Streets.  Trustee Mackay made a motion seconded by Trustee Nicoll to approve the paving ofMarket RoadandHampton Street.

Mayor Grenier reminded the Board that the Village Picnic is Wednesday, August 17th 5:00 P.M. to 9:00 P.M.

Trustee Mackay questioned the number of vehicles for sale at703 North Pearl Street.  Code Enforcement Officer Reuss reported that they are allowed four (4) vehicles and that an Order to Remedy has been sent to the owner.

At 8:23 P.M. Trustee Mackay made a motion seconded byTrustee Laneto enter into Executive Session.

The regular meeting reconvened at 9:15 P.M.

The Clerk and DPW Foreman Boyd reported that they have reviewed approximately twenty (20) applications for the position of Laborer at the DPW and based on their reviews, they recommend Michael Hagmann for the vacant position upon the retirement of Paul Dominski.  A motion was made by Trustee Lansing seconded by Trustee Mackay to appoint Michael Hagmann to the position of laborer starting August 25th, 2011.
