Board Meeting Minutes – August 20th, 2018

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands was held on Monday, August 20th, 2018 and called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Bill Garvey, Brian Marsh, Kirk Montanye, Eric Johnson

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey thanked DPW for fixing the stop sign at Rail Road Ave and for replacing the hydrant marker at 200 Broadway. Pole number 69 on Broadway is now lit it was reported out to National Grid. Resident Garvey wrote a letter to the President of CP Rail complaining about conditions of the towers along rails in the Village of Menands.

Resident Brian Marsh is making a list of power outages there have been from Wards Lane to Rt 378 and will give to the Clerk. Brian asks if the Village ask Nation Grid figure why there are so outages within this area. Discussion Followed.

Resident Kirk Montanye questioned the minutes from July 16th, that Elmwood Apartment Project was voted down when he had left the meeting. The Mayor explained a second vote was taken later in the meeting. Discussion followed.

A motion was made by Trustee Harris to accept the minutes of the August 6th, 2018 Board Meeting, seconded by Trustee Foley.

A motion was made by Trustee Harris to approve payment for the following, seconded by Trustee Boulet:

WARRANT # 6:

GENERAL totaling $35,418.65
WATER totaling $ 3,035.41
SEWER totaling $ .00
TOTALS $38,454.06

PAYROLL # 6: totaling $92,359.84

The following bids were received on August 15th, 2018 for 2018 Phase I Village Road Improvements:

1. Delsignor Blacktop Paving, Inc. $230,423.15 Total Cost
2. Commercial Paving Company, LLC $220,124.00 Total Cost
3. New Castle Paving, LLC $286,142.00 Total Cost

Eric Johnson from Chazen Companies the Village Engineers has reviewed the above bids and recommends accepting the bid from Commercial Paving Company, LLC in the amount of $258,577.

Trustee Harris made a motion to accept the bid from Commercial Paving Company, LLC in the amount of $258,577.00 for 2018 Phase I Village Road Improvements to Glenwood Road, Pawling Street and Kingston Street seconded by Trustee Foley.

Trustee Harris made a motion to approve a resolution paying the Village of Menands Annual Dues to the Stormwater Coalition of Albany County in the amount of $9,550.00, seconded by Trustee Foley.

The following bids were received for the 2016 Ford Police Interceptor VIN #1FAHP2MK9GG104158 that was involved in a motor vehicle accident. The minimum bid is $1,000.00.

Lazzaro’s Autobody, Inc. $1,025.00

Trustee Harris made a motion to accept the bid received from Lazzaro’s Autobody, Inc. in the amount of $1,025.00 for the 2016 Ford Police Interceptor, seconded by Trustee Foley.

The Clerk received Chromebook prices from the following:

Dell $359.00 each Total Cost $1,795.00
ABS Solutions $365.00 each Total Cost $1,825.00

Trustee Harris made a motion to purchase 6 Chromebooks for the Village Board from Dell at a cost of $359 each, seconded by Trustee Boulet.

The Clerk reminded the Board that the next Village Board Meeting is scheduled for Tuesday, September 4th, 2018 due to the Labor Day Holiday on Monday.

Mayor Grenier and Trustee Boulet thanked everyone who organized and participated in the Village Picnic. It was a great success.

Mayor Grenier read letter from Humane Society on September 29th at Joe Bruno Stadium Paws in the Park.

At 7:03 P.M. Trustee Harris made a motion to enter into Executive Session to discuss a Personnel matter, seconded by Trustee Foley.
